Analyze Of Strategies Of The Transmission And Distribution Price Reform In Hainan

The transmission and distribution price reform is the key point and important content of the reform of the electric power system of China,which is aimed at restoring the inherent nature of commodity of electricity,building up the electricity market fair and competitive,and resolving the problem of cross subsidy system of electricity price.Hainan Province began to take part in the reform of the electric power system in 2017,and carried out the cost and revenue control mode coming from "Measures for Supervision and Examination of Transmission and Distribution Pricing Costs(trial)".The influence of the transmission and distribution price reform hasn't occurred because the transmission and distribution price still works as before.Therefore,this paper firstly studies the impact of the transmission and distribution price reform in Hainan,based on the features and problems of Hainan electricity price,then learns from the typical foreign and domestic transmission and distribution price reform.Lastly,this paper puts emphasis on solving adverse effect of the transmission and distribution price reform,presenting the proper electricity price,and making the balance of social welfare come true.Since the transmission and distribution price reform was started a little bit late,most studies about the price reform are concerned with the theoretical analysis of necessity,influence and rules of the transmission and distribution price reform,as well as overseas transmission and distribution price mechanism.In comparison,there is a lack of research combining domestic condition with local features,especially concerning impacts and solutions of the transmission and distribution price reform in Hainan.Consequently,this paper has both theoretical and practical significance because of taking the necessity of the transmission and distribution price reform as the breakthrough point,analyzing the influence of the price reform in Hainan,and providing suggestions about the implementation of the price reform.
