Research On The Calculation Model Of Tariffs Cross-subsidies Under The Reform Of Transmission-distribution Price

The problem of cross subsidization of electricity price in China has existed for a long time,and as time goes on,the problem is growing worse,and hinderes China's economic development and the optimization of social resources allocation.Fundamentally speaking,the transmission and distribution price is most closely related to the part of the cross subsidization of electricity price.For a long time,the transmission and distribution price is determined by the price margin of electricity,which does not consider the relationship of the cost in the transmission and distribution process.The unreasonable deviation between the transmission and distribution cost and the actual electricity price between different voltage levels and various users leads to the cross subsidy of electricity price.Therefore,clarifying the cost composition of transmission and distribution and separately checking the transmission and distribution price are important methods to promote the reform of electricity price and ease the cross subsidy status.In March 15,2015,the State Council issued some policies on further deepening the reform of electric power system,and put forward the requirement of "letting go of two ends and keeping the middle".The final aim is to restore the commodity property of the electricity price,and the electricity price will return to the cost level,and the cross subsidy finally disappears.The new electricity price reform provides a new background and environment for the research of this paper,and the main goal of this paper is to properly alleviate the tariff subsidy under the background of transmission and distribution tariff reform.This paper firstly focuses on the study of the cross subsidy calculation model from the relationship between the transmission and distribution price and the cross subsidy.Based on marginal cost and accounting cost theory,the paper discusses the cost structure of transmission and distribution,and builds the average transmission and distribution price calculation model,and calculates the sub voltage level transmission and distribution price.Then,on the basis of the average transmission and distribution price of each voltage grade,we can calculate the partial pressure and classify the reasonable sales price by using the load characteristic and other electricity characteristic parameters,and compare with the catalog price,we can get the specific circumstances of cross subsidy.Secondly,under the cost constraints and other conditions,to minimize the loss of social welfare as the objective function,can obtain the corresponding catalog price;Finally,we analyze the cross subsidy of the optimized catalog price,and find that the cross subsidy optimization model of taking account ofsocial welfare still retain the cross subsidy of electricity price,but can reduce the social welfare loss.The problem of cross subsidy needs to be taken into account in all aspects and can not be in place in one step.The study of this paper has a certain practical significance to the solution of the current cross subsidy.
