| With the proposal of Belt and Road,domestic construction enterprises have responded to the policy and promoted the internationalization strategy.In this case,overseas engineering projects have increased dramatically,and opportunities and challenges coexist.Since our country’s foreign contracting enterprises are not familiar with the political and legal system,natural environment,social and cultural background of overseas engineering market,many overseas engineering projects face the risk of failure.This paper puts forward that establishing a reasonable governance structure of overseas engineering projects is a key step for Chinese enterprises to "go out".Only by standardizing the governance levels and role arrangements of overseas engineering projects can we ensure that the key processes of our country’s foreign contracting enterprises are governed by rules and regulations from project marketing to project implementation.Consequently,it will improve the reliability of managing and controlling the overseas engineering projects.Based on the research background,this paper firstly introduces the status quo of overseas engineering projects,project governance and project performance evaluation at home and abroad.Based on this theory,this paper studies the governance structure of overseas engineering projects,discusses the design of four levels of governance structure of overseas engineering projects of ZJ Company,and focuses on its overseas division,the roles of branches and project departments in the implementation of overseas engineering projects.Then,the paper introduces the operation of ZJ Company’s overseas project governance structure in the key process of project marketing,bidding management and contract management,and discusses how the overseas divisions,the branches and project departments support the project process by playing their respective roles in these key processes.Finally,this paper studies the performance evaluation of the overseas engineering project governance structure of ZJ Company,and solves the problem of how to ensure that the governance structure runs in accordance with the design principles and rules through the incentive and restraint of the branches and staffs.This paper will provide important reference for Chinese enterprises to go abroad,open up overseas engineering market and implement overseas engineering projects,and will enrich the relevant research on project governance.ZJ Company is a construction enterprise with many years overseas project experience.The design and operation of its overseas project governance structure can be used for reference and enlightenment for Chinese enterprises. |
