With the vigorous development of the power systems,high quality and reliable power supply of distribution networks have become an important part of construction investments.The distribution network is located in the end of the power system,directly connected with the load,so the power supply is closely related with consumers.However,in recent years,the natural disasters have greatly affected the reliabllity of the distribution network,which has resulted in great economic losses to the society and consumers.Therefore,it is of great practical significance to study and carry out the capacity of disaster assessment and anti-disaster planning.This paper is based on "smart distribution network situation aware and disaster response key technology research and development" project.In this paper,the evaluation index system is established in four aspects:reliability,economy,intelligent interaction and anti-disaster capacity.The main and objective weights of evaluation index are analyzed by means of the improved analytic hierarchy process and anti-entropy method,thus improve the credibility of evaluation results.Through the assessment of disaster response capability,it is possible to assess the disaster response capacity of the distribution network accurately.Secondly,the classifications of existing reconstruction algorithms are analyzed.The mathematical model of the distribution network reconfiguration based on three-stage load recovery is established.Considering the introduction of distributed generations(DGs),it is reasonable to deal with a DG according to its classification,which is used for power flow calculation.The hybrid operator particle swarm optimization(PSO)algorithm is used to solve the problem of reconstruction,which greatly improves the speed of algorithm.At the same time,the results show that the chosen algorithm has better optimization and convergence.Then,the anti-disaster planning is studied.Centered on the aim,the under-planned lines are selected considering the preference of disasters.According to the life cycle theory and cost benefit analysis,the model is established and the planning scheme is put forward.Status of the distribution network in Shenyang city is analyzed,and the rationality of the method is verified by several examples.Finally,to improve the reliability of power supply,the optimal allocations of distributed generation are studied.The model of DGs optimization is proposed,and the optimization method considering the regional constraints and disasters influence is presented.Through the improvement of the coding method of the hybrid operator PSO algorithm,which is used to solve the DGs optimization.Under examples analysis,to a certain extent,optimize the location and capacity of DGs can reduce the load loss and improve the reliability of the distribution network.
