Distribution network planning is an important part of urban planning scheme, scientific and reasonable assessment is helpful to improve the decision-making level and the benefit of investment. Because China's vast, interlocal factors such as economic development and natural environment are dissimilar, existing assessment does not consider the impact of these factors; In addition, China' natural disasters is the most serious in the world, evaluation index in view of anti-disaster performance is also seldom researched. This article brings forward a comprehensive and systemic evaluation index system of distribution network planning, synthetically considering the security, reliability, economic quality, adaptability, coordination, and anti-disaster ability. The calculation and intension of evaluation indices are also introduced. Thereinto, anti-disaster index is designed in view of differential planning, and mainly reflects the differentiation planning the matching degree of the differential planning and power supply on important user in disaster situations. An integrated assessment method of distribution network is put forward based on AHP. And the indexes are classified as efficiency type, cost type and fixed type. Processing methods of them are introduced. A variety of regional factors such as economic development and natural environment which impact assessment are analyzed, based on quantification of these impacts, an integrated assessment method considering regional preference is brought forward. Evaluating of twelfth five-year distribution network planning of an area verifies the validity of the research results.
