Research On Industrial Structure Effect Of China's Energy Structure Adjustment

Based on the concept of low energy consumption,low pollution and low emissions,low-carbon economy is become the fundamental way to deal with climate change and energy shortages.The essence of low-carbon economy is to reduce carbon dioxide emissions under the premise of ensuring stable economic development and to establish a reasonable energy consumption structure,in order to realize coordination of economic development and environmental protection.At present,the environmental and energy problems are prominent brought about by China's extensive economic growth mode.The adjustment of energy consumption structure is an important measure to promote the low-carbon energy development,to achieve economic transformation and upgrading,environmental protection goals,and to fulfill international carbon reduction commitments.However,China is in the stage of accelerating the process of rapid economic development,industrialization and urbanization.The economic development mode of our country hasn't been lifted out of the sistuation of high consumption of energy,heavy pollution and industrialization.Will the adjustment of energy consumption structure hinder economic growth and optimize the industrial structure,but ultimately achieve a win-win goal for the economy and the environment? How do the policies which involve the central government,local governments,enterprises and other stakeholders have achieved the smooth implementation ? Therefore,it is necessary and urgent for us to study the effect of China's energy structure adjustment.In view of the above problems,the main issues studied in this paper which including the economic effects of energy structure adjustment,the design and implementation of policies,the problems in the regulatory system.From above analysis,this paper will study specific ways about how to solve existing problems.Firstly,by studying China's energy structure adjustment and implementation policies,this paper analyzes the current problems in energy implementation and supervision system.Secondly,using the panel data of energy consumption structure from 30 provinces and municipalities(regions)from 2000 to 2016,this paper verifies that energy structure adjustment will have important effect on economic growth from the eastern,central and western regions.Thirdly,the optimizing effect of energy consumption structure on China's industrial structure is studied from the aspects of inter-industry structure and industrial internal structure,and the regional heterogeneity of this "structural effect" is analyzed.Finally,based on the comprehensive research,this paper proposes a regulatory policy to promote the implementation of energy structure adjustment.From the full text of study,the paper draws the following conclusions: First,the adjustment of energy structure has a negative impact on the economic growth of central and eastern provinces,but it is generally beneficial to achieve the goal of economic growth and environmental protection,which is completely different from our intuitive impression.Second,the adjustment of energy structure can promote the optimization of inter-industry and industrial internal structure,and can make China's industrial structure develop towards service and high-tech.However,this “structural effect” has regional heterogeneity.That is,the lower proportion of state-owned economy,the more impeccable market mechanism,and the higher the level of economic development,which means the stronger “structural effect” for any region.Third,there is a phenomenon of “resource curse” in the central and western regions of China.Thus,under the fiscal decentralization system,local governments will employ local protectionism in the implementation of energy policies,which possibly will lead to policy failure.Fourth,institutional factors have an important impact on the performance of energy structure adjustment.In summary,with the implementation of China's energy structure adjustment policy,China's energy will tend to be more diversified and low-carbon,which can not only promote economic growth,but also optimize industrial structure.However,the adjustment of energy structure wil likelyl have a serious effect on the economy structure of the central and western regions.Those unilateral administrative means will not only cause extremely high energy conversion costs,but also easily cause stiff resistance from local governments.Therefore,China must continue to optimize the energy consumption structure adjustment policy,to adjust the government's governance model,and to build a ccertain adjusement system that market instruments are dominant compared with others.Meanwhile,it is essential to continue increase policy support for clean energy,to imporve the evaluation means of officials and to shift preferences for decisions of governments.Based on all these paths,a more comprehensive and effective energy regulatory system can be eatablished,which can not only mobilize the interests of government and enterprises,but also guarantee the timely supervision of the central government in order to ensure the smooth realization of energy transformation and to achieve the goal of sustained and healthy economic development of low-energy,low-pollution and high-growth.
