The area of Xuanxi-Fayuan Temple originated back to the period when Minzhong Temple was built during the Tang Dynasty,and the flourishing culture of Xuannan in the Qing Dynasty pushed the development of this area to great prosperity.The area,however,fell into decline as social background changed throughout the contemporary and modern history.Having witnessed the historical development of urban space in Beijing,the Xuanxi-Fayuan Temple area represented a conglomerate culture of Xuannan but also faced dilemma.The General City Plan for Beijing(2016-2035)published by the Central Committee of the Communist Party of China and the State Council has officially defined it as “the area with cultural ethos”,aiming to rejuvenate this area with modern cultural values.This paper has conducted exploratory research and evaluation on the comprehensive governance framework of the cultural essence area of Xuanxi-Fayuan Temple.The research mainly focuses on the following parts,-the evaluation of cultural values of this area,-the research on the comprehensive governance strategies,-and the research on the implementation & guarantee system of comprehensive governance.The evaluation on existing cultural values and comprehensive governance strategies have been marked as the essence of this research paper.Value remains the fundamental issue of historical heritage protection.The core value of Xuanxi-Fayuan Temple area has observed surmountable change throughout the social and economic development and urban construction.According to the New Urban Agenda(The United Nations Conference on Housing and Sustainable Urban Development,Habitat III,held in 2016 in Ecuador),related international conventions concerning the protection of the world cultural heritage,as well as relevant law,regulations and practices,the paper has built a value-status evaluation system and developed 4 evaluation indicators – authenticity,integrity,amenity and sustainability.This research has utilized the multidimensional qualitive approach,chronological development of Baidu street view and quantitative analysis to evaluate Xuanxi-Fayuan Temple area's retained values from the perspectives of physical structure,visual landscape and social function.It has concluded that,-rich history has remained in the physical space,-local residents' spontaneous construction had impact on visual landscape,-and the area has turned out the settlement of city's low-income group.Based on the evaluation results,this paper has proposed a governance frameworkincluding prudent renovation,culture-driven image branding and de-gentrification.The set of strategies aims to improve competitiveness,promote industrial upgrading and protect livelihoods of low-income group in the process of comprehensive governance.Additionally,this paper has made up a governance plan based on the concepts of reshaped values.It has establishes a comprehensive governance platform so as to regulate and coordinate the whole management process.To sum up,this research paper has tried to explore the approach of value evaluation in historical areas and reexamine the value of a historical area.The paper is dedicated to contribute to some theoretical considerations on renewal and regeneration of historical areas via exploring the development strategies of Beijing's old towns and historical areas.
