Study On Highway Traffic Management System Of Liaoning Province Under Inclement Weather Conditions

The safety of the vehicles on the Highway is closely related to the weather conditions,under normal circumstances,the highway traffic administrative department of highway under the condition of bad weather control measures mainly include adjustment of rain and snow road vehicle limit line speed,increasing the number of traffic safety facilities,the most severe cases,adopt measures to temporarily shut down the highway.And these measures mainly rely on the working experience,and no corresponding theoretical basis and the corresponding management measures,measures taken is not reasonable,so it is easily cause the highway is not fully utilized,also due to the speed limit is not reasonable traffic safety are affected.Liaoning province is located in cold area in northern China,more rain and snow all the year round.So in view of the bad weather conditions in liaoning province expressway management system research is particularly important.Highway in liaoning province as the research object,this paper first analyzes the climate characteristics of liaoning province and main weather classification standard,at the same time on the study of the bad weather conditions on the highway traffic accident characteristics and,on the basis of traffic flow characteristics,analyzes the factors affecting highway safety,combined with the liaoning province highway road features,put forward to different weather conditions in liaoning province highway controls the standard;Analysis of adverse weather conditions,the liaoning province highway vehicle traffic flow characteristics,combined with the research of historical data,emphatic ally analyzed the highway traffic characteristics,speed characteristics and the characteristics of lane occupancy,and based on this,advances the highway management method,the management methods mainly include speed coordination control,ramp control,line up early warning and control,dynamic hybrid control method and the dynamic information and path induction method,thesis analyzed speed coordination control method and line up early warning and control method,control measures for highway and provides the theory basis for operation management.Finally,the paper based on the analysis of highway in liaoning province,on the basis of existing management methods,build the highway management system framework,to determine the active management system construction goal,construction frame,and the system is divided into weather monitoring and management system,information dissemination system,traffic control system and emergency response and handling system,in order to realize the highway weather monitor ing,information dissemination,traffic control and dynamic management functions such as emergency response and handling;To establish a set of active management as the main architecture of liaoning province freeway traffic management system,perfect the liaoning province expressway management system,from previous passive management to active management,to reduce the liaoning province highway traffic accidents and vehicle operation risk,the purpose of more progressive significance.
