With the deepening of aging in China and the increasing demand for the elderly,the pension industry has great potential for development.As the carrier of the development of the pension industry,various types of pension real estate projects has become a new direction of investment.At present,the related research about standards and norms of pension service and pension project construction is still in the initial stage at home.Development and management of pension real estate projects still use the management mode of ordinary real estate,which leads to a series of problems in the process of operation.These problems are mainly reflected in :the aging design is not standardized,the service technology is not standard,the management system is not perfect,the development and operation are disjointed and so on,which leading pension real estate project quality uneven in quality and seriously affected the healthy development of the pension real estate market.At the same time,with the idea of green development in all walks of life deeply,establishing a unified standard,certification and labeling system of green products,which are necessary to promote the development of green low-carbon cycle,cultivate the green market and improve the competitiveness of enterprises.Therefore,in order to improve the intrinsic value of pension real estate projects,promote the pension real estate market toward the direction of standardization development,standardization development,green development and achieve sustainable construction and operation,it is necessary to establish a perfect evaluation index system of green pension real estate projects for guiding the project construction and management and realizing the comprehensive benefits of the project to maximize.This paper put forward the importance of constructing the evaluation index system of green pension real estate project based on background of the ageing of population,pension real estate and green development,the development experience of pension real estate in the USA、Britain and Japan,the current situation of the development of pensiont real estate and the existing problems in China.After studying and summarying norms,stardands and research results in related fields of domestic and foreign,we taken the green development theory and the green value chain theory as the theoretical principle and redefined the connotation of green pension real estate projects.Then we divided it into three subsystems and deeply analyzed and studied,such as the green building,green old-age service and green operation management.Based on the analysis of the construction principles,methods and processes of the evaluation index system,we structed innovatively the index system which includes 3 first-classed indexes,9 second-classed indexes and 26 third-classed indexes,corresponding evaluation standard and score method.In the process of constructing evaluation index system,we analyzed the connotation of each index and the value of the whole value chain management which was reflected by the difference of weight selection and index assignment.Finally,by using AHP and multi-level fuzzy comprehensive evaluation,we builded a comprehensive evaluation mode combined with the characteristics of the evaluation index of green pension real estate projects,and had an empirical analyed on Taikang home & Garden.The evaluation index system,evaluation criteria and evaluation method of the green pension real estate projects will provide certain reference to the formulation and improvement of promoting China’s green pension real estate projects related standards,and playing a role in promoting industry management of the pension real estate market,development and construction,consumer guide of our country.
