The method of network organization and dispatching of urban and rural transit is studied,which taken passenger travel demand,business operation benefit and government supervision responsibility requirements for all concerned.This research has an important theoretical value and practical significance to promote the convenience and accessibility of basic public service in urban and rural areas.In this paper,the characteristics of urban and rural public transportation are analyzed.From three aspects of strategy,planning and operation,the "stratified and divided stage" network organization strategy is put forward to analyze the location of urban and rural public transport service and the mode of public transport service,to clarify the integration of urban and rural public transportation,and to put forward the connection mode of urban and rural bus lines in the county,and analyze the applicability and advantages and disadvantages of all kinds of connection modes.The applicability of two types of urban and rural public transport network structure is analyzed.According to the situation of area line organization,a feasible method of compiling urban and rural public traffic diagram is put forward.This paper studies the design of urban and rural bus timetable and the method of vehicle scheduling,and analyzes the time table design strategy suitable for the coordination between urban and rural public transport and the urban and rural bus lines in the multi line area.The method of dividing urban and rural public transit routes and calculating the reasonable departure interval and determining the departure interval between urban and rural bus branches are studied.Considering passenger transfer time and bus enterprise cost,a schedule optimization model for vehicle scheduling is built and verified by an example.The common bus dispatching method and its applicability are analyzed.Through the analysis of the implementation conditions of the station control and the feasibility of the application of the urban and rural bus transfer hub,the implementation process of the bus station control strategy for the urban and rural bus transfer hub is set up.Considering the passenger travel cost and the operation cost of the enterprise,the station model of the urban and rural public transport transfer hub based on the station time is constructed,and an example is analyzed.Based on the experience of the evaluation of urban public transport service level at home and abroad,the focus of urban and rural public transportation is taken into consideration by different subjects(cities,transportation departments and bus enterprises).According to the principle of selection of indicators,the four parties are government security,operational efficiency and comprehensive benefit,service supply capacity and passengers' enjoyment of public transport service.The index system of urban and rural public transport service level is constructed,and the connotation and calculation method of each index are analyzed.
