Study On Pilot Performance Evaluation System Of The Q Pilot Station

The saying of "regime is the nation's conscience,rule is the group's intelligence ",signifying the regime plays an indispensable role in the economic society,almost to say all economic social phenomenon are regime phenomenon;Economic social phenomenon are derivatives of people's behavior,and people's behavior should be constrained,guided and specified by rules.Therefore this,"performance evaluation" involved in regime design,regime boot,regime specification,which is a serious proposition,and its research is of great significance.The thesis is based on such a pilot system that is still at growth-stage,but its character is very important,i.e.,maintaining vessels' navigation and port's safety,maintaining or enhancing the production efficiency,bearing political task to show national pilot sovereignty,and being titled "the first person of water international image".The pilot system is a small system in the transportation sector in the country;the current staff is merely more than 2000 people.The thesis takes Q station as an example,analyzed and pointed out insufficient systematization of the current performance evaluation,examination way's fragmentation;Evaluation index system with the lack of hierarchy and loss of network;indistinct evaluation standards,indexes can not be measured with certainty;Evaluation results lack of feedback communication,weakening the effect of performance evaluation.This thesis adheres to the mainstream performance management method and comprehensive evaluation technology,considering the current laws,regulations and policies,industry overall status,being based and relying on Q station's development planning,organization structure,human resources structure and management status,designed and constructed the first level indexes with "morality,ability,attendance,achievement,integrity " 5 dimensions,meanwhile,interpreted it with 15 second level indexes such as political moral character etc.;on the basis of the group intelligence with questionnaire survey,edited the second level indexes' scale;Given these second level indexes are of interrelation,interaction and mutual restriction,adopted ANP(Analysis Network Process)to compute the pilot performance evaluation system indexes' weight with the help of a Super Decision software;To achieve full sort according to the quantitative evaluation results obtained by integrated computation,and reach the objective,fair,open,transparent pilot performance evaluation.Finally,it is provided with the implementation and security measures of the system accordingly.Economic social affairs is itself the product of human behavior,its emergence and development process are of embodying behavioral agent's intentionality;"Performance evaluation" belongs to regime research,and is for realizing high resonance between the initial purpose of regime design,innovation and behavioral agent's intentionality,this thesis intends to provide a preliminary reference for the other pilot organizations to carry out effective performance management activities full of personality.
