Construction Of Chinese Civil Aviation Safety Management System Based On Collaborative Governance

Safety is always the theme and foundation of keeping sustainable development for civil aviation.With the rapid increment of aircraft amount and flight number,it has become the focus that how to insure the safety of civil aviation operations.According to the propose of International Civil Aviation Organization,China has established and carried out Safety Management System,which has been proved to be the most advanced method to manage civil aviation safety,Civil Aviation Safety Management System manages the overall safety level of the industry,the four most important components are security policy,risk management,security guarantee and security promotion.The key to improve the safety of civil aviation is how to further promote the construction of Safety Management System,and there have been many researches around the issue at home and abroad.On the basis of existing researches,this dissertation creatively proposes that the further construction of Safety Management System needs to be achieved by promoting the collaborative governance of the government(Civil Aviation Administration),the airlines and the industry.In the implementation of Civil Aviation Safety Management System,the Civil Aviation Administration and the airlines stay at very important position.As the manager,the Civil Aviation Administration supervises the implementation of Safety Management System,and analyses the implementation effect regularly,thus toimprove the construction of Safety Management System.As the ultimate exporter of the industrial interests,the airlines are the main force in building Civil Aviation Safety Management System,and their operations are the most complex one.This dissertation introduces the generation of Civil Aviation Safety Management System,points out that the construction trend of Safety Management System is collaborative governance by analyzing the current development of it,then further describes the current situation of the construction of Safety Management System in government.Taking D airlines as an example,the dissertation describes its situation in the construction of Safety Management System.Through the analysis of the current situation,the dissertation summarizes: if the method of collaborative governance would be used to promote the construction of Safety Management System,there are many difficulties,such as the lack of regulations promotion,the lack of industry functions,the lack of trust and communication.The content arrangement and basic conclusions of this dissertation are as follows:the first part(Introduction)introduces the causes,ideas and methods of the study,and combs the research suggestions to promote the construction of Safety Management System at home and abroad,which provides the theoretical basis for thedissertation.The second part(Chapter 1)defines the core concept and the related theoretical basis,and defines the Civil Aviation Security,the Civil Aviation Safety Management System,the Collaborative theory,the Governance theory and the SFIC theory.The third part(Chapter 2,Chapter 3)describes the appearance of the Civil Aviation Safety Management System in detail.Through the interpretation of the Civil Aviation Administration’s release documents in recent years,the dissertation points out the collaborative governance trend of the Civil Aviation Safety Management System,as well as the difficulties and its reasons for collaborative governanceonSafety Management System.The fourth part(Chapter 4)describes the experience of American Civil Aviation in collaborative governance by narrating a specific case,and what is theenlightenment to the construction of Safety Management Systembased on collaborativegovernance for China.The fifth part(Chapter 5)is the conclusion of this dissertation.Basing on the present situation of the construction of Safety ManagementSystem,referring the experience of civil aviation collaborative governance in the United States,using innovative methods and combing the knowledge of public management,this dissertation puts forward that the further construction of Safety Management System needs the government(Civil Aviation Administration)to strengthen communication with airlines and industryassociations,to promote the mutual trust and the share of resources and information,and to facilitate the collaborative governance of all participants.
