Study On Civil Aviation Safety Supervision

Civil aviation is a significant strategic industry in China’s economic and social development,and flight safety is an important guarantee for the sustainable and healthy development of civil aviation.In the 21 st century,especially since the third major reform of civil aviation,China’s civil aviation industry has developed rapidly,the scale of the industry has been continuously expanded,the service and security capacity has been improved step by step,and the safety level has also been significantly improved.At the same time,we should still be aware of the complexity and repeatability of safety work.Compared with Europe and America and other aviation developed countries,China’s civil aviation safety management still has much work to do.The rapid growth of transportation is accompanied by huge safety pressure;At the same time,public expectations for aviation safety are rising.In view of the significance and publicity of safety to civil aviation,and flight safety is the cornerstone of the survival and development of civil aviation,so the implementation of efficient and in place safety supervision is directly related to the health and sustainable development of civil aviation industry.Based on the Changbei airport flight safety regulation as the research object,through case analysis and interview investigation method,in a summary of the civil aviation regulatory research at home and abroad on the basis of the statistical analysis of the current civil aviation flight safety,the types of abnormal events,combined with the current Changbei airport development present situation and the characteristics of flight safety supervision.Based on the summary of the problems existing in the safety supervision work by the interview,we can see there are some problems in safety supervision,such as unclear rights and responsibilities of the main body,multiple management,lack of differentiation,simplex regulatory method and means,insufficient supervision and so on.And the causes of these problems are analyzed,such as weak legal basis of supervision,institutional drawbacks,lack of collaborative governance,insufficient resource allocation,imperfect performance evaluation incentives,and lack of surveillance,etc.By learning he advanced experience about the flight safety regulation of the large hub airports at home and abroad,this thesis put forward corresponding suggestions and countermeasures by the legal construction of the civil aviation safety supervision,improving the system,the construction of “three bases” and realizing the precise regulation.Meanwhile,this article introduces the “collaborative governance” as a bridge linked to the civil aviation administration,local government and industry organizations,thus to explore a kind of precise regulation mode.It provides reference basis for enriching flight safety supervision system,and proposes countermeasures for improving government governance capacity and governance level.
