Research On Village Planning Problems From The Perspective Of Rural Revitalization Strategy

China has a long history of more than 5000 years.Rural areas are the birthplace of traditional Chinese civilization and the main habitat of the people for a long time.The "prosperity" and "decline" of rural areas also confirm the "prosperity" and "decline" of society.In the early years of the founding of New China,the overall level of development of the country was not high enough.The country vigorously developed industry and cities,and agricultural development was greatly restricted.Until the 1980 s,rural construction was still dominated by housing construction.With the acceleration of urbanization and the deepening of reform and opening up,great achievements have been made in the construction of new socialist countryside in China.Since the beginning of the new century,the importance and development of rural areas have entered a new stage of development marked by document No.1 of the Central Committee.Urbanization continues to develop healthily,the construction of new countryside is deepening constantly,the construction of villages and towns is developing rapidly,the functions of towns,market towns and central villages are constantly improving,and the agglomeration benefits are gradually highlighted.The Nineteenth National Congress of the Communist Party of China,based on the current national conditions and the analysis of the actual needs of national construction,regards rural revitalization as an important development goal,which is also an important measure to solve the "three rural" problems.At present,the focus of economic construction is gradually shifting from urban construction to urban-rural integrated development,and building a well-off society in an all-round way is at the decisive stage.It is also an important goal to make the countryside a place of residence with the same status as the city,optimize the living conditions of farmers and improve the rural management system.Therefore,actively promoting rural construction and implementing the strategy of Rural Revitalization are not only the requirements of the Nineteenth National Congress,but also the important phased tasks under the 13 th Five-Year Plan and the long-term goal of national construction.In implementing the strategy of Rural Revitalization and promoting the process of rural construction in the new era,if we want to retain the original unique features and cultural connotations of the countryside and make full use of the advantages of the countryside,we must,on the basis of comprehensive investigation and research,formulate a scientific and effective planning of villages and towns,and carry out scientific and rational construction and management.Based on the analysis of the current situation of village planning in China,this paper points out that the existing laws and regulations and planning system are imperfect,the organization and management of village planning and construction are unreasonable,the planning orientation of villages and towns is inaccurate,the participation of third-party social organizations and the public is insufficient,the investment of construction funds is insufficient,and the ecological environment of villages and towns is inadequate.With the increasing prominence of the protection of historic and cultural villages and towns and the eight aspects of land use in villages and towns,we should learn from the advantages of the establishment of village planning and management institutions in the United States,Australia,Japan and South Africa,and integrate the French "tourist villages","rural city theory" in Britain,Japanese "creative agriculture" and "creative agriculture" in Japan.The typical practices and experiences of the "New Village Movement" in Korea are to realize rural modernization,realize urban-rural coexistence,urban-rural linkage,urban-rural integration,and complement each other,implement the strategy of rural revitalization,and put forward eight countermeasures and suggestions for the planning,construction and management of villages and towns.The relevant work of the country’s village and town construction planning is helpful and plays an important role in the implementation of the strategy of rural revitalization.
