The Exploration Of Towns And Villages Layout Planning In Jiangsu Province In The New Period

In recent years,China's towns and villages are integrating urban styles,industrial elements,information systems and modern agriculture,and have undergone transformation and restructure in production ways,countryside living styles and land usage.Guided by the philosophy of unified cities and countryside and the strategy of new-type towns&villages,our country has upgraded its development policy from 'care for cities' to 'care for countryside'.As a unit carrier of economic development in towns and counties,towns and villages have been widely cared for their planning and development.Scholars worldwide have launched hot debates over spatial configuration,mechanism for spatial optimization,towns and villages layout planning compilation methods,and concrete practices.Currently,space for traditional villages and towns are constrained.Adjustment of such space is crucial for transformation of local economy and development of new towns.As a pioneer province,Jiangsu has initiated planning of towns and villages.This article first briefs on spatial changes of towns and villages as well as supporting policies,and draws experiences and lessons from past planning practices.It can be observed that the size and structure of towns&villages in Jiangsu has been ever changing and restructuring.Total number of towns and villages and rural population have been decreasing,industry structure and employment are shifting,rural land area per capita is expanding,and the towns and villages are progressing at different paces in different places.Meanwhile,the planning process are continuously adjusting to the change of economic and social conditions and needs of towns&villages.The process can be divided into starting up,initial development,intensified exploration,integration of cities and countryside and layout optimization.Both the achievements and the issues therein are valuable for subsequent planning.This research project takes the exploration of Yangzhou city as the case for study of innovative ways for planning of towns&villages in new era.The research finds out that the planning project attempts to comprehend new features of town&villages' development at the beginning,to guide with differentiated policies in accordance with geographical differences,and to specialize choices for carriers and paths of development under the guidance of new code for village categorization.In addition,the whole planning process also opens to democratic decision-making at primary levels.It's driven from bottom upwards and strives for democracy within towns and villages.At last,the paper combines the planning method of town village in Jiangsu Province,and puts forward the enlightenments of the spatial reorganization of the towns and villages in developed areas.It is found that there is a trend of agglomeration,semi-urbanization and rural atrophy in the developed area.Faced with the new requirements in towns and villages of the new era,we make the different policy guidance,and take the development oriented planning path.And then,we should notice about the "all-planning united" and the importance of public participation.The research analysis the whole process of towns and villages layout planning,pointing out that we should in the planning preparation stage the role of substitution of field investigation,to ensure the authenticity and validity of the early research.In the process of working out the plan,we should focus on classification guidance,constructing the multi regulatory coordination,cascaded dynamic process planning platform.In the implementation of the plan,we should construct multilateral coordination of policy support and protection measures.In the end,the research also put forward the existing problems and the direction to be further deepened.The whole thesis contains about 52000 words,46 pictures and charts.
