Community Governance In Farmers’ Concentrated Residential Area

With the deepening of rapid urbanization and agricultural modernization,farmers’ concentrated residential area is becoming an increasingly heated topic since 2000.Community governance of farmers’ concentrated residential area,as a crucial content in its community construction,has attracted prevalent attentions in both theoretical approaches of western scholars and empirical studies of Chinese researchers,which established an analysis framework of community studies.From the perspective of community governance,this thesis takes a close look at community governance modes and residents’ recognition in three farmers’concentrated residential districts in Jiangyin-Lvyuan,Jingnan,and Shanquan.The case study reveals that farmers’ concentrated residential area is essentially rural community.Different modes of community governance have been formed under the guidance of local government or village collective with the same governance culture and extensional functions in public management and service,which are multi-subjects cooperation,local government-village collective cooperation,and village collective governance.Under different governance modes,residents’ recognition and participation are distinctive due to unique social-economic background,farmers’ willing in concentrated residence and roles of governance bodies.This thesis has three findings in unraveling deficiencies in three given governance modes.First,residents’ incomplete adaption after community transition inhibited community’s governance and impaired residents’ community recognition.Second,for those communities with relocated farmers.fuzzy governance body caused by inadequate preparatory aggregated the conflicts in governing.Third,as for village collective governance,which lacks multi-participation of other governance bodies,uncertainty still exists in the evaluation of its effects.This thesis consists of seven chapters,and following are the main contents of each chapter.Chapter One:Introduction.In this chapter,the research background,research questions,research significance,research methods,data collection,and the framework of this thesis are clarified.Chapter Two:Literature Review.In this chapter,correlative literature both home and abroad are introduced,and unravel the deficiency of China’s theoretical approaches in concentrated residential district governance.Chapter Three:Research Area.Basic social-economic information about Jiangyin and three selected farmers’ concentrated residential areas are introduced.Chapter Four:Community governance modes.This chapter mainly focuses on different modes of community governance based on the roles of local governance,market,social organization and village collective.Chapter Five:Residents’ Recognition and Participation in Community Governance.This chapter mainly focuses on residents’ recognition by observing and analyzing residents’ satisfactory,recognition,comments and suggestions on community construction.Residents’ participation is evaluated by how and to what extent the residents participate.Chapter Six:Comparison on Community Governance Modes.In this chapter,three governance modes are compared in background,processing method,subjects of governance,residents’ participation,and their pros and cons.Similarity and individuality of three modes will be discussed,and suggestions in the governance of farmers’ concentrated residential area are given based on it.Chapter Seven:Conclusion.Major conclusions and directions for further research in farmers’concentrated residential area are summarized in this chapter.The whole thesis contains about 46000 words,37 pictures and charts.
