By far,the construction industry is experiencing critical period of "quality improving with higher efficiency and upgrading by transformation",therefore,the traditional extensive development mode in the construction industry could not adapt to the new economic requirement,especially cannot meet the opportunity and challenge of strategic" The belt&roads" global promotion.To optimize the performance evaluation system will be the key method both to achieve the goal of "quality improving with higher efficiency",and the goal of systematic and scientific management of each project.Referring to the specialties of directly supervised projects,it is important for state-owned construction group like MBEC to reconstruct a new performance evaluation system accordingly for sustainable and healthy development.Taking the directly supervised projects from MBEC as research object,the thesis,with theoretical guidance,explored the constant improvement and optimization of the performance evaluation system in the projects.Firstly,the thesis reviewed the relevant documents in China and abroad on performance evaluation,and reconstructed a performance evaluation system with reference to balanced score card theory on the basis of comparative analysis;secondly,the thesis probed the current performance evaluation system by distributing questionnaires to the directly supervised projects of MBEC,and established a frame accordingly,with a keen eye on the project management mode and characteristics.The reconstruction,with KPI and AHP calculation method,fell into 5 dimensions in different levels of achieving goals:namely,are finance,efficiency,stakeholder,internal process,learning and growth;and the calculation would be achieved in balanced score card method.Thirdly,the thesis,after comparative analysis of the earlier and the new performance evaluation system,approved the new reconstructed system operable and applicable by implementing the system in YQ project directly supervised by MBEC.There are three main conclusions summarized from this study.Firstly,the scientifically reasonable performance evaluation system of directly supervised projects should be linked to and adapted to the strategic target of the group company.The balanced score card method can effectively link the strategy and action to promote the realization of strategic object,which solved the divorce problem between the strategic object and the performance evaluation.Secondly,the study of performance evaluation should be adapted to the characteristics of the evaluation object.In the case study of MBEC,targeted measures are taken based on the analysis of the management mode and specific management characteristics,which realizing the purpose of promoting management improvement.Finally,the performance evaluation is a dynamic development process which should be adapted to the updated state law and policy,the updated management method and the characteristics of the times.Now the construction industry is in the critical period of "quality improving with higher efficiency and upgrading by transformation",constant improvement with accurately grasping the key influence factor,is the decisive point for the enhancement of enterprise's core competence.The reconstructed performance evaluation system for YQ project in MBEC,with innovation in indicator system design and improved BSC(finance,efficiency,stakeholder,internal process,learning and growth),built the new performance evaluation system,binding the parent-company and the subsidiary company together in evaluation and interests to accelerate the coordinated development of the two,and enhance the joined effort for the achievement of the strategic goals.
