At present,the Internet and the intelligent technologies relying on the Internet have been produced and matured.More and more technologies have been applied to the transportation sector.In economic and social development,the functions of highways are indispensable,and the information and speed of highway traffic are fast.And intelligent is the trend of future development.In the new economic development cycle,China has made intelligent transportation and information transportation an important strategy for the development of transportation,and various places have also carried out various pilot experiments in combination with local conditions to enrich the wisdom of transportation practices.Lishui City is in a period of rapid development,and the construction of a smart highway system is of great significance to it.It is not only the need of economic and social development of Lishui City,the need of highway information development,an important way to improve the overall management level of the city’s provincial and provincial roads,and strengthening road emergency.The need for disposing capacity is also an important measure for the sharing of information resources,the need for scientific decision-making by government departments,the people-oriented,the need to serve the public,and the improvement of the traffic safety guarantee system.Relying on the Internet and modern means,establishing an information highway road network and supporting,emergency,and service systems,and excavating road operations and social benefits are important issues facing Lishui City.Smart roads are public goods.However,in order to realize scientific and market-oriented operations,improve operational management efficiency,and solve information asymmetry problems,it is necessary to introduce market mechanisms.On the one hand,the government must take the helm,on the other hand,it must follow the market rules and smart highways.The relevant departments involved in the construction work together.Our smart road construction is still in its infancy,and the experience of local smart road construction is relatively lacking.Strengthening the research on local smart road construction has important theoretical and practical significance.At present,the construction of smart roads in Lishui has achieved remarkable results.The comprehensive construction of the emergency command center is monitored,and technologies such as remote emergency command and electronic hotline services are gradually applied,and relevant platforms are accessed one by one.However,the construction of smart roads is still insufficient in terms of staffing,clear responsibilities,management system,intelligent operation,information construction,service means,system advancement,and application functions compared with mature roads at home and abroad.Mainly because the relevant departments of Lishui City are not well-understood,the system is not perfect,the demand is not clear,the sharing is not sufficient,and the utilization is not deep.To solve these problems,the author draws on and summarizes the experience of smart roads at home and abroad,and builds from the top-level design.To build an integrated management platform,establish a highway network charging system,build a networked real-time monitoring system,build a city and county highway emergency command platform,promote road information enforcement management informationization,establish a sound maintenance management information system,and improve institutional setup and responsibility system.The specific countermeasures are expected to inspire and help accelerate the pace of construction of smart roads in Lishui City and ensure the quality of smart highway construction.
