From The Establishment Of SERC To The Reorganization Of NEA:Study On Path Selection Of Electricity Regulation Under The Background Of Electricity System Reform

The electricity system reform of China initiated in 2002 gave birth to the State Electricity Regulatory Commission.The SERC has explored professional and independent regulation in a decade,and accumulated some experience in electricity regulation.However,due to the stagnation of the electricity market development and the integration of professional electricity regulatory agencies and the electricity management system,the SERC were revoked in the institutional reform of the State Council as an unsuccessful regulatory institution.After the reorganization of the National Energy Administration in 2013,electricity regulation became a“administrative and supervisory unity”model at the central level.Subsequently,a new round of electricity system reform began in 2015.Electricity regulation has made new explorations in the process of institutional changes and a new round of electricity system reform,but still faces many difficulties and problems.Under the existing framework,improving electricity regulation should rationalize the relationship of regulatory responsibilities,clarify key tasks of regulation,and implement important measures for regulation.In the future,electricity regulation should follow the new requirements of China's energy development reform,establish basic regulation ideas,build a new regulatory system and mechanism,and move toward independent regulation.This paper takes the path selection of electricity regulation in the context of the recent two-round power system reform in China as the research object.First introduced the basic concepts of electricity regulation and the general situation of China's electricity system reform since the beginning of Reform and Opening.Then it analyzes the background of the establishment of the Electricity Regulatory Commission,outlines the stage characteristics and main practices of the regulation of the SERC,and analyzes the regulatory dilemma of the SERC.Next,it analyzes the policy background of the reorganization of Energy Bureau,the setting and changes of the electricity regulation function,and pays attention to the new exploration of electricity regulation in the new round of electricity system reform and the predicament of current power regulation.Finally,it proposes countermeasures to improve electricity regulation under the existing framework,and looks forward to the path of electricity regulation in the future.
