Study On Water Management Of Nuozhadu Hydropower Station Reservoir Area In Puer City,Yunnan Province

Since the formation of the Nuo Zha Du power station in 2012,Pu'er City has a basic lack of planning,especially in the management of the reservoir area,which is more embodied in human,random management,lack of scientific basis,and the lack of effective and scientific management in the Nuo Zha Du power station reservoir area for a long time.With the deepening of the reform of the economic system,people's ideas are constantly changing.The basic principle of water administration in the new period is "administration according to law and water management according to law",but there is no mature theoretical support and corresponding regulatory system in the management of large reservoir area,and there is no corresponding mature experience for reference.After the construction of the Nuo Zha Du reservoir,the original part of the river became the reservoir area.Water supply,shipping,culture,tourism,water and soil conservation,water pollution control and even the collapse of the bank have become the main water activities.And these activities are exactly what the management organizations of the reservoir area have not been involved in,how to change this situation,how to play the role of the management organization of the reservoir area,how to implement the unified management of the reservoir area,especially for the main water events such as fishery,transportation and tourism,which is the problem to be solved in this paper.The management of the reservoir area is to use the legal,technical,economic and administrative means to effectively control human activities in the area of the reservoir area,and carry out strict,scientific,legal and effective management for all the behaviors that affect the stability of the reservoir area and the flood control and water transport function of the reservoir area,and give full play to the line of the Nuo Zha Du reservoir Comprehensive benefits such as flood,drainage,shipping,water supply,power generation and aquaculture.The management of reservoir area mainly includes regulation and construction of reservoir area,protection of reservoir area and water quality,safety of reservoir area,clearance of reservoir area and technical management of reservoir area.Because of its wide coverage,this paper mainly studies the three aspects of water management in fisheries,transportation and tourism in combination with the actual economic and social situation in Pu'er City.
