The Politics In The Implementation Of River-Chief Systerm

With the development of economy and society,water shortage,water pollution,water disaster and other new and old water problems interweave with each other,and appear in the river and lake basin waters.Carrying out river chief systerm in an all-round way is an important innovation of China’s watershed public governance institution,which responds to the water crisis.In December 2016,the Central Office and the State Affairs Office issued an opinion on the overall implementation of the river chief systerm,which raised the river chief systerm to a national governance institution,and made it clear that the river chief systerm should be established in an all-round way by 2018.In his 2017 New year’s congratulatory message,General Secretary Xi issued the order that every river should have a’river chief.This is a political commitment to the hearts and minds of the people,but also a mobilization order to comprehensively promote the river chief systerm.Two years later,the river chief systerm from"all-round implementation"to"all-round establishment".Million river chiefs are on the job,each river has a"health protector."Water management is a major political matter affecting people’s livelihood.As Lasswell put it,politics is a relationship among"Who gets what?When and how?".Therefore,accurately identify stakeholders with different attitudes in the implementation of river chief systerm,explore the problems existing in policy implementation from their differences,and effectively respond to the value orientation and interest demands of different stakeholders.It is the great politics in the implementation of the river chief institution policy.To be sure,the policy implementation of river chief systerm is accompanied by complicated contradiction between interest and resource allocation,which shows that policy implementation is a complex political process.It is necessary to clarify the policy implementation of the interests of contradictions.Using Q-method to explore human subjective attitude,the study uses factor analysis to identify five types of stakeholders with different attitudes in the implementation of river chief systerm:opportunists,promotors,skeptics,opponents and environmentalists.The research finds that different stakeholders have contradictory interests in the implementation of the policy.Five kinds of benefit contradictions in the implementation of river chief systerm are diagnosed from the factors of’ high perception and low perception.The purpose of this study is to balance the multi-benefit contradictions and minimize the differences in the implementation of river chief policies.
