Research On The Implementation Of Yangzonghai River Chief System Policy

The river(lake)chief system is a major institutional innovation officially adopted by the Central Committee of the Communist Party of China.It is an inevitable choice to meet the people’s growing demands for happy rivers and lakes.Since the central government fully implemented the river(lake)chief system,a large number of long-standing problems in river and lake protection and management have been solved.The landscape of rivers and lakes has undergone historic changes,and the river(lake)chief system has shown full vitality.Yangzonghai is one of the nine highland lakes in Yunnan Province.The arsenic contamination incident that shocked the whole country reduced the water quality from Class II to poor V.Since then,the Yunnan Provincial Party Committee and the provincial government have set up the Kunming Yangzonghai Scenic Spot Management Committee to completely change the status quo of Yangzonghai’s multiple management.Since its establishment,the Yangzonghai Management Committee has comprehensively promoted the work of the river(lake)long system,and the water environmental protection and management work of the Yangzonghai Sea has achieved phased results,with the water quality of the Yangzonghai Lake remaining stable at Class III water and above.However,the institutional problem of "cross-city trusteeship" in Yangzonghai basin has not been effectively solved,and it is difficult to exercise part of the management authority.This paper takes the Yangzonghai River(Lake)Chief Policy as the research object,combines the policy implementation theory,uses the combined Smith’s policy implementation model,and analyses in depth the implementation of the Yangzonghai River(Lake)Chief Policy in four dimensions,including idealised policy,implementation agency,target group and policy environment,by reviewing information,questionnaires and interviews,and concludes the effectiveness.Problems in the implementation of the policy are identified,the causes of the problems are comprehensively analysed,and corresponding countermeasures are proposed based on the problems and causes,It is found that there are some problems in the implementation of policies,such as obstacles in the implementation process,weak execution power of the river(lake)commissioner’s office,the pattern of public participation has not been formed,and there are still obstacles in the policy environment.This paper comprehensively analyzes the causes of the problems,and concludes that the reasons are unreasonable policy itself,unclear status of the implementation subject,poor participation of target groups and insufficient allocation of policy resources.According to the problems and reasons,the corresponding countermeasures are put forward,and it is also necessary to optimize the policy of river(lake)chief system,the setting of executive agencies,the interests of target groups and the support of the implementation environment,so as to provide useful reference for further research on the river(lake)chief system in China.
