A Study On Master Plan Implementation Of X Town In Xichang Under The Background Of Urban-rural Integration Development

The strategy for rural revitalization was put forward in the report of the 19 th CPC national congress in 2017,and "urban-rural integration development" was written into the Party's literature for the first time.The integration of urban and rural development is the inevitable trend of social development and the necessary way to build a modern country.Due to the relatively lagging development of towns and villages,the integration of urban and rural development process has been restricted.Only by taking the Rural Revitalization as the starting point,can we strengthen the construction of towns and promote the development of urban-rural integration.The Rural Revitalization emphasizes the top-level design and the priority of planning.As the carrier of rural revitalization,the construction of towns has become one of the important tasks of local governments.To speed up the construction of villages and towns,it is necessary to promote the implementation of planning.Through the implementation of planning,the planning vision of urban-rural integration has been transformed into a realistic vision of urban-rural development.Due to the gradual expansion of the planning field and the increasing contents of the planning,the contradictions and problems faced by the implementation of town planning are becoming more and more complex.As a comprehensive planning of township(town)economy,social development,land use,spatial layout and various constructions,the town master plan is the basic basis and means of guiding and controlling township(town)construction and development,and plays an important role in the sustainable development of township(town)society and economy.As a key link in urban and rural planning,planning implementation is an important way to achieve planning goals.To enhance the efficiency of planning implementation and promote the implementation of planning is of great significance for promoting the integration of urban and rural development.This paper takes X town of Xichang city as the sample,adopts the research methods of literature research,investigation and summary,and summarizes the planning preparation situation of X town and the implementation effect of the planning.From the perspective of public policy implementation,this paper analyzes the problems and causes in the process of township planning and implementation in X town through Smith's analysis model,and puts forward relevant countermeasures and Suggestions to promote the rural revitalization and development.Located in the southwest of Sichuan province,Xichang city is a pilot county for the implementation of the rural revitalization plan of sichuan province.X town is located in the north of Xichang,adjacent to the built area of Xichang city.In recent years,X town has developed rapidly,with constant improvement of infrastructure construction,improvement of environment and appearance,and industrial development.At the same time,problems such as symbolic implementation,selective implementation,delayed implementation and violation of the content of the implementation of the plan appeared in the implementation process,which affected the balanced development of urban and rural areas.Based on Smith process analysis model,this paper analyzes and studies the problems and causes in the implementation of township planning of X town in Xichang city from four aspects,including ideal policy,executive agency,target group and environmental factors.Combined with the theory of urban and rural planning management and in accordance with the development requirements of urban-rural integration,this paper puts forward countermeasures and Suggestions to improve the efficiency of planning implementation.First,the establishment of efficient planning and design mechanism,optimize the planning scheme;Second,clarify the power and responsibility of the planning implementation agencies,improve the comprehensive ability and quality of management personnel,and improve the efficiency of planning implementation;Third,to guide and promote the participation of target groups in planning;Fourth,we will improve the mechanism and create an enabling environment for the implementation of the plan.In the past,China's urban and rural planning and management process,the city light township,heavy preparation light implementation.There are few theories related to the implementation of township planning,and the research Angle tends to evaluate the implementation of planning with the implementation results of planning,without analyzing the implementation process and operation mechanism of planning,ignoring the impact of the implementation process of planning on the planning results.In this paper,Smith process analysis model is adopted to analyze the existing problems in planning implementation from the perspective of policy implementation,so as to provide a new reference point for the research on township planning implementation.
