Research On Countermeasures Of Promoting Green Building Development In Hebei Province Based On Smith’s Policy Implementation Process Model

As a high-emission,high-consumption construction industry,it has always been an important source of greenhouse gas emissions such as large energy users and carbon dioxide.When the globalization strategy "sustainable development" of the coordinated development of human and nature becomes an inevitable trend,the reform of the construction industry is imperative,and green buildings have become the mainstream.Since the 1970 s,energy-saving buildings have become a leader in building development.Developed countries such as Britain and the United States have begun to explore.After nearly half a century of development,the green building systems of advanced foreign countries have become increasingly mature,and in controlling energy in the building field,Great progress has been made in consumption.Due to historical reasons,China’s green buildings started late.Since 1992,the central government has vigorously promoted the development of green buildings,and successively promulgated several policies and laws and evaluation standards.The development of green buildings and related industries conforms to the concept of high-quality development in the new era.It is to further promote building energy conservation,industrial transformation and upgrading,and environmental protection.And key measures to achieve sustainable development.Therefore,promoting the development of green buildings has a significant impact on the effective promotion of ecological civilization in China.Driven by national plans and policies,Hebei Province actively responded to the call to carry out green building development work,and formally implemented the "Regulations on Promoting the Development of Green Buildings in Hebei Province" on January 1,2019.However,during the implementation process,some problems were found in the government,enterprises and the public.Therefore,this article researches and analyzes the problems in Hebei’s green building development policies,comprehensive policy and practical perspectives,and puts forward development suggestions that have important theoretical and practical significance.This article first explains the concept and theory of green building by understanding thecurrent status of green building development at home and abroad,and combines the concepts of sustainable development and green building to conduct a comprehensive conceptual review of green buildings.Then use Smith’s policy execution analysis process model to analyze and find that there are problems such as incomplete policy formulation,flaws in the green building administrative system,inadequate publicity for green buildings,low levels of scientific research and development and application,and failure to form a good market environment.Further exploration of the reasons for the problems found that China has a vast territory and policies cannot be adapted to all regions;there are insufficient green building professionals in functional departments,short practice time,and difficult policy implementation and supervision;enterprises lack motivation to develop green buildings,and scientific research technology exists The theory is more applied and less problematic;the public’s understanding of green building is insufficient;the green building industry chain has not been formed,and the market is chaotic.Based on the experience of green buildings in Jiangsu Province,and based on the actual situation in Hebei Province,the following suggestions are made: on the government side,improve the policy system,clarify government functions,improve cooperation between administrative departments,and increase green building publicity;on the corporate side,strengthen technology R & D and assistance to enterprises;for the public,raise awareness of energy conservation and guide green building consumption;strengthen market construction,so that the development concept of green building runs through every subject,and the development of Hebei’s construction industry is deeply integrated into the country In the broader market of sustainable development,promote the long-term development of green buildings in Hebei Province.
