The Research On The Application Of Total Quality Management In YC Reservoir Automatic Report Project

Long-term water conservancy practice has proved that it is impossible to effectively solve the current complex water problems by relying entirely on engineering measures.Modern information technology is widely used to fully develop water resources information resources,and to expand the depth and width of water conservancy informationization,and the combination of engineering and non-engineering measures is the inevitable choice for the realization of water conservancy modernization.The establishment of water conservancy information system can greatly improve the timeliness of information collection and transmission of rain,water,work,drought and disaster situation,improve the timeliness and accuracy of forecasts and forecasts,and it provides scientific basis for making flood and drought control plan and improve decision-making level,and give full play to the efficiency of water conservancy projects finally.In recent years,the investment scale of water conservancy construction in YC has increased greatly,while the project safety and quality supervision is complicated,the task is arduous,the situation is grim,to establish safety and quality supervision and management system is urgent and is the best way to solve the problem of safety and quality supervision.This paper systematically introduces the meaning and method of total quality management,summarizes the application of research of total quality management theory in water conservancy project.This paper analyzes the influencing factors of the project quality of YC from the aspects of human,machine,material,law and environment,discusses the necessity of establishing TQM management of the project,introduces the comprehensive quality management system of the project.This paper extends the total quality management to the whole cycle and whole process of the project,which is divided into several stages of project design(Plan),implementation(Do),acceptance(Check)and later maintenance(Action),forming “PDCA cycle”,and carries out quality management and control of the content of quality management in each stage.In planning phase,we should focus on project design and product procurement basing on program requirements and related technical and quality specifications,organizing technical disclosure and training for construction personnel.The procurement stage shall strictly follow the procurement quality control process to ensure that the purchased products meet the specified requirements and control the non-conformity.The quality control in the implementation stage includes: project construction organization and management,site construction inspection,installation and debugging,and management of the third party.The construction management needs establishing construction management organization,appointing post personnel to determine the responsibility,the quality control of on-site construction testing shall be based on the clear testing method and the national standard of testing,covering all testing items,and the debugging of equipment and delivery acceptance.,and installation and debugging include equipment debugging,software testing,on-site unpacking inspection,etc.The management of the third party is mainly coordinated with the supervisor and the owner.In the later stage of maintenance,the quality of service should be mainly controlled,and technical training should be carried out.
