The supervision and management level of quality and safety production of highway and waterway engineering in China has been continuously improved,the supervision and management system mechanism has been constantly completed.However,there are still problems such as insufficient supervisory department's digital monitoring capability,insufficient capacity of supervision data research and judgement,and insufficient networked collaborative supervision capability.It is necessary to construct highway and waterway engineering safety production supervision system,to use information technology to strengthen supervision and management of quality and safety production of highway and waterway transportation engineering,and to promote the standardization,digitization of supervision work1.This paper investigates and compares the current situation and development trend of construction and supervision of highway and waterway engineering at home and abroad.Through the analysis of the construction of various provinces,it is found that China's domestic quality and safety supervision and management is basically still in the 1.0 stage of converting paper processes into electronic processes at present.It doesn't use the current intelligent technologies such as big data and cloud computing to help supervisory departments and practitioners improve their work efficiency.2.This paper conducted a comprehensive and detailed investigation of relevant supervision and management department of Chongqing highway and waterway engineering,and sorted out the responsibilities boundary between the supervisory and administrative departments and the business management process of the internal division of the supervision and management department,and analyzed the main business data.3.With the detailed needs analysis,the development method,system framework and functional modules of the construction system for the safety production supervision system of highway and waterway engineering are determined in accordance with the list of supervisory department's responsibility and business construction needs.Put forward the idea of building “quality supervision and management module”,“safe production supervision module” and “ statistical analysis module”,and summarize the main functional requirements including supervision program management,supervision and inspection management,accident hidden danger management,administrative penalty management,and data management,etc.,researched system compatibility and subsequent functional extension prediction.4.Based on the SOA architecture,J2 EE technology system and B/S/D three-layer structure,a bus-based system infrastructure environment isbuilt,and the system construction method and design of page interaction using AJAX technology are elaborated.5.The detailed function of the system is explained and the interface display is realized.The system provides a variety of ways to display services,including web browsing based on the first-line law enforcement officers' mobile phones and computers.Provide the required business services to managers and industry participants in a variety of ways to meet the needs of different users' indoor computer office and outdoor mobile office.Through the supervisory management power list and responsibility list and supervised inspection plan management digitization,this study realizes the process responsibility and electronic closed-loop management of work responsibility tracking and supervision mechanism,and improves the standardization,timeliness and pertinence of supervision and management work.Through the multi-channel collection,automatic processing and multi-modal application of various information such as risks,hidden dangers,credit and project quality,the supervision of production safety and quality supervision is supported to preliminarily realize prevention and control based on big data,supervision and implementation,research and analysis,evaluation and incentives to improve the scientific nature of management decisions.
