The Strategy On Improving The Qualityand Safety Supervision HX Port&Waterway Engineering

The central ministries and local governments set up the waterway engineering qualitysupervision stations in1984, was the mark of China’ s waterway engineering had changedfrom the one-way administrative supervision to the professional quality supervision andadministration. Although the Quality supervision and management mode of China’scurrent water transport engineering have been great changes after29years development，but in the face of the new situation of continuous development, it also exposedsome problems and contradictions, requires a corresponding improvement andperfection.Accoding to the appearing of investment diversification in waterwayconstruction fields of HX province，The environment of project quality supervision systemhave changed,the former Quality Supervision System of Engineering could notaccommodate the new situation and the requirements of the market economy. In order toensure the engineering quality， we should reform the system of engineering qualitysupervision system.First, the thesis has elaborated the background, purpose and significance of theresearch of the quality and safety supervision of waterway engineering, elaborate therelated concepts and the quality and safety system, the main content and framework of theresearch was cleared.Second, elaborate the historical evolution of waterwayengineering quality and safety supervision and the policy development of ourcountry, introduces the engineering quality and safety supervision system of ourcountry and the corresponding waterway engineering quality safety in China,and focuseson the quality and analyzed safety of Waterway Engineering in China.Third, introduced thewaterway engineering quality and safety supervision and quality safetysupervision procedure and work flow in HX province.Fourth, to do a comparative analysisbetween HX province with Fujian Province and Tianjin port in waterwayengineering quality and safety supervision.The last,gives the improvement and thecorresponding measures for quality and safety of water transportation engineering in HXprovince. The thesis combines normative with empirical research, combines theory withpractice, has a strong theoretical significance and practical application value.
