With the rapid development of economic globalization,more and more large and medium-sized state-owned enterprises lack efficient management level to cope with the rapid development of enterprises,this situation is particularly prominent in financial management and financial services.There is an urgent need to find new models of development.It is manifested in urgent demand of digitalization and electronization,high cost of financial operation,poor connection between finance and business,low efficiency of examination and approval,poor timeliness of accounting information,idle funds,low degree of standardization,and so on.The main reasons come from a large number of branches and personnel,unreasonable organizational structure design,decentralized resource management,lack of advanced financial management concepts,emphasis on accounting over analysis,weak transformation concepts and so on.The establishment of the financial shared service model is helpful to solve the above problems in the development of enterprises.At the same time,the fundamental purposes of realizing digital finance,improving the overall efficiency of finance,improving customer satisfaction,strengthening the level of risk management and control,improving the quality of data,and providing support for the development and expansion of the company’s business,are consistent with the goal of financial transformation of large and medium-sized enterprises such as Jilin Hongtu Automobile Company.Based on scale economy theory,business process reengineering theory and resource allocation optimization theory,this paper makes a preliminary study on the implementation of financial shared service model in Jilin Hongtu Automobile Company by means of literature analysis and case study,discusses the current situation of the financial service of Jilin Hongtu Automobile Company in detail,combs the problems existing in its financial service,and deeply analyzes the causes of the related problems.Taking this as a starting point,this paper determines the connotation and scope of the financial shared service mode of Jilin Hongtu Automobile Company,expounds the objectives of the financial shared service model of Jilin Hongtu Automobile Company,and clarifies its design principles.Combined with the specific objectives and design principles,the organizational structure and responsibilities,the content of financial shared services,the standardization of financial shared services and so on are designed.The process classification framework method is used to design the shared process.At the same time,the implementation scheme design of the shared service model is carried out,and the implementation of the financial shared service model is supported from three dimensions: organizational guarantee,system guarantee and system guarantee to ensure a smooth landing of the design.This paper not only helps Jilin Hongtu Automobile Company to establish financial shared service model,but also helps to provide some reference and guidance for other large and medium-sized state-owned automobile enterprises to establish financial shared service model.
