Water is a basic natural resource and a strategic economic resource.Water shortage will restrict economic development,hinder agricultural development and even endanger world food supply.Jiangxi has Poyang Lake,the largest fresh water lake in China,and it has abundant rainfall.The annual average precipitation of Jiangxi is 1341~1940mm.However,the spatial and temporal distribution of water resources is uneven.The rainy period is mainly from march to June,accounting for 55%-60% of the annual rainfall.Meanwhile,there are few controlled water conservancy projects,which makes Jiangxi province in a state of water shortage.Therefore,it is of great significance to study how to improve the efficiency of water resources utilization in Jiangxi province.Based on the current situation of water resources,this paper studies the following aspects of water resources.1.Research on the decoupling relationship between economic growth and water Consumption in Jiangxi province: Firstly,through Tapio decoupling elasticity Index,it analysis the decoupling relationship between economy growth and water resources in Jiangxi.Secondly,through LMDI model,it study the contribution of various factors influencing water consumption.The results are as follows.There is an unstable decoupling relationship between economic growth and water resources consumption,which mainly shows weak decoupling,and there is a poor expansionary negative decoupling state in agriculture.consumption.Economic development and population growth will promote water consumption.Technological progress and industrial structure will inhibit the increase of water consumption.2.Research on water resource utilization efficiency in Jiangxi province: Firstly,it uses three-stage DEA model to calculate water resources utilization efficiency of Jiangxi province.Secondly,using DEA cross model,Further and more accurately calculate the efficiency of water resources utilization.Finally,the Malmquist index model is introduced to analyze the water use efficiency of Jiangxi province.The results are as follows.Before the adjustment of input-output,the annual average of water resource utilization efficiency is0.913,which shows a trend of decreasing first and then increasing,scale efficiency > pure technical efficiency > comprehensive efficiency.After adjusting the input-output,the comprehensive efficiency,pure technical efficiency and scale efficiency of water resource utilization in all cities,except Pingxiang,were improved,and the regional differences were reduced,pure technical efficiency > scale efficiency > comprehensive efficiency.The cross efficiency value of water resource utilization is 0.474,showing a trend of "declining-rising".The average change index of total factor productivity is 1.008.Technological progress and total factor productivity vary greatly,and the change trend is consistent.3.Research on the utilization efficiency of agricultural water resources in Jiangxi province: Firstly,the three-stage DEA was used to analyze the agricultural water resource utilization efficiency of Jiangxi province.Secondly,using the adjusted input and output,the efficiency of agricultural water resources is calculated and ranked by DEA cross model.Finally,the Malmquist index model was used to analyze the agricultural water resource utilization efficiency in Jiangxi province.The research results are as follows.Before the input-output adjustment,the agricultural water resource utilization efficiency was 0.908,showing a trend of “decrease-increase”,pure technical efficiency > scale efficiency >comprehensive efficiency.After adjusting the input and output,the agricultural water resource utilization efficiency is 0.835,the pure technical efficiency increases,the scale efficiency decreases greatly,the regional difference expands,pure technical efficiency >scale efficiency > comprehensive efficiency.The cross-efficiency value of agricultural water resource utilization was 0.262,showing a slow upward trend.The average total factor productivity of agricultural water resource utilization was 1.095,and the TFP of each city was greater than 1.000,and the technical efficiency index showed a downward trend with a small decline.The average technology change index was 1.096,and the technology change index of each city was greater than 1.000.
