Water is the source of life, the basis of natural resources, one of the ecological environment control factors, and also the strategic economic resources, the indispensable resource in the economic and social development. The water resource is very rich in Jiangxi province, but the space-time distribution is uneven, water shortages is very highlighted seasonal. It coexists three major issues which are flood disasters, shortage of water resources and water environment deterioration, and water resources has become one of the most important factors of constraining economic and social development in Jiangxi province.This study is based on hydrology and water resources, and the most essential meaning of water resources security, determine the most representative and can use computing applications factor for a security measure, initially established water resources safety evaluation system and evaluation methods. Based on the region and the actual characteristics of Jiangxi Province, and the current social and economic development, this study established water security classification standard in Jiangxi Province which are the life security, economic security, environmental security, social security and security management. The five parts divided 22 impact indicators. This paper used level analysis to determine the weight of its security evaluation of water resources in Jiangxi Province. A fixed law and grey system of GM (1,1) can be used in 2025 water demand and impact indicators in Jiangxi Province and put forward six water resources development measures and evaluate long-term scenarios in fuzzy comprehensive evaluation model and a multi-level multi - Selection of the target model. Evaluation results in line with the actual situation in Jiangxi Province, the results are as follows:Jiangxi Province is rich in water, the level of security in life and safety is high, the level of insecurity is only 0.11; In recent years although Jiangxi Province the economic development rapid, the overall economic level is not high ,so economic insecurity is still high, the level of insecurity is 0.43; As large amount of sewage discharge, the deteriorating ecological environment, the ecological environment makes the poor level of security, the extent of insecurity is 0.59; In social security, the water conservancy investment is low , urban rivers and the flood prevention capacity is not very satisfactory, this make a social safety is not satisfactory, the degree of insecurity is 0.45; Utilization of urban water supply is low, irrigation water utilization factor is not high, management of education structure is irrational, the low level of management, security management was extremely unsafe, the extremely insecurity is 0.82. On the basis of water resources in 2025 scenarios analysis, from six of the Water Resources Development Strategy for fuzzy optimization the best option: technological innovation, vigorously develop the economy.
