Evaluation And Improvement Strategy Research Of County Spatial Utilization Quality

Land space is a huge and complex system,the foundation of national survival and development,and the carrier and core element of economic and social development.At present,with the continuous advancement of urbanization,the development of national land space faces many severe challenges.The urban space is disorderly spread,the loss of cultivated land resources is serious,and the ecological space is eroded.The report of the 18 th National Congress clearly pointed out: "Build a scientific and rational urbanization pattern,agricultural development pattern,and ecological security pattern." The report of the 19 th National Congress pointed out: "We must adhere to the principle of saving priority,protecting priority,and restoring nature,forming a spatial pattern,industrial structure,production methods,and lifestyle that conserves resources and protects the environment.Naturally,it is quiet,harmonious,and beautiful." The establishment of the Ministry of Natural Resources and the trial of the municipal-level land space planning work mark an unprecedented opportunity for the development of land space.Optimizing the spatial structure of the land and rationally integrating land resources has become a key issue for the development of land space.Carrying out the evaluation of the quality of land use in the country is of great significance for understanding the utilization of land space,rational development of land resources and scientific planning of land space.It is the only way for the healthy development of the country.Therefore,based on the research of domestic and international land space utilization quality evaluation,under the guidance of multi-criteria decision theory,this paper constructs the county land and soil space utilization quality evaluation system,and comprehensively uses the analytic hierarchy process and entropy method to obtain the weight value of each index,using linear weighted summation method.The comprehensive evaluation of urban,agricultural and ecological space utilization quality has obtained the evaluation value of land use quality.At the same time,Tongcheng County of Hubei Province was taken as the research object.The evaluation system method was applied to the empirical study to reveal the characteristics and problems of the land use of Tongcheng County,and the promotion strategy was proposed.The main contents of the study are as follows:(1)Based on the relevant theories of land use quality assessment at home and abroad,according to the research process of "clear decision-making objectives-index system construction-index standardization-index weight determination-decision method-final decision-making",starting from the spatial dimensions of towns,agriculture and ecology,11 major criteria layers and 30 indicator layers were identified,and a county-level land use quality evaluation system based on "target layer-system level-criteria layer-index layer" was constructed.The analytic hierarchy process and the entropy method are combined to obtain the weights of the evaluation indicators.On this basis,the evaluation values of urban,agricultural and ecological space utilization quality(USUQ,ASUQ,ESUQ)are obtained respectively,and the land is obtained by linear weighted summation.Space utilization quality comprehensive evaluation value(LSUQ).(2)Taking Tongcheng County of Hubei Province as the research area,the evaluation method system constructed by it was used,and the results of the evaluation of the quality of land use in Tongcheng County were obtained.Among them,the urban space utilization quality of Tongcheng County has the characteristics of "group agglomeration,central priority",and the quality of agricultural space utilization shows the distribution characteristics of "point-like prominent,balanced area",and the quality of ecological space utilization is "band-like series,local Distribution characteristics of collapse.The comprehensive quality scores of the land use of townships and towns in Tongcheng County are distributed between 0.014 and 0.090.The quality of land use in the land is quite different,and the land space still has great improvement and development potential.(3)Through the analysis and research of the evaluation results,the paper proposes four strategies to accelerate the optimization and upgrading of industrial structure,integrate urban and rural land resources,strengthen the construction of township infrastructure,and promote the coordination of urban,agricultural and ecological space,and promote the optimization and development of Tongcheng County’s land space.Improve the overall quality of Tongcheng County’s land use.
