In recent years,with the rapid development of urban social economy and the rapid increase of vehicle ownership,many experts and scholars have put forward many solutions to this problem.Among them,the way of alleviating urban parking problems through parking fees has been recognized by all walks of life.The purpose of this paper is to study the differentiated parking fee policy on the roadside.By adopting different charging prices at different times for roadside parking lots in different regions,the problem of occupied parking can be effectively solved by using price leverage,the imbalance between supply and demand of parking can be alleviated,the road traffic order can be improved,and some references can be provided for the formulation of roadside parking price standards in Beijing and other big cities.Firstly,this paper systematically analyses the parking fee policies of typical cities in foreign countries,summarizes their experiences in the areas of charging area division,price adjustment mechanism and charging methods,and summarizes the parking status of Beijing through the analysis of a large number of parking data in Beijing,so as to extract and analyze the parking problems and roadside parking fees faced by Beijing at present.The main problems are the outstanding contradiction between supply and demand of parking in residential areas,the serious phenomenon of free parking,the lax management of parking law enforcement,and the insufficient refinement of parking fee pricing.Therefore,the demand for roadside parking is divided into travel parking demand and residential parking demand.The demand for travel parking is mainly short-term parking demand,while that for residential parking demand is long-term parking demand.Travel parking charge can adjust the supply-demand relationship of parking space,reduce traffic congestion and resource waste caused by parking search,standardize parking behavior,and alleviate residential parking charge.At the same time,residents' parking problems should avoid excessive spillovers to the roadside.Based on this,different charging purposes and charging modes are determined.Then,the existing parking area division is refined by empirical method,and the parking time division is determined by the analysis of parking data.The acceptance function of roadside parking fees is established based on the questionnaire data.A multi-objective pricing model of roadside parking fees and a pricing model of roadside residential parking fees aiming at regulating the supply-demand relationship of parking spaces,regional road traffic and realizing the balance of revenue and expenditure of roadside parking are constructed,and a pricing model of roadside residential parking fees aiming at alleviating the parking problem in residential areas is designed The genetic algorithm is used to solve the model.Finally,the feasibility of the model scheme is verified by a practical case,and the safeguard suggestions of the scheme are put forward.
