With the scientific development of higher education,the cost control and evaluation of financial special funds projects has become one of the key topics for domestic scholars.How to construct a systematic cost control evaluation system for special funds projects and fully reflect the use cost of special funds expenditure is a problem that needs to be solved in education circles.This paper takes the cost control evaluation of special funds projects in universities as the research object.Firstly,the basic concepts and theories of special funds and cost control are introduced and explained,and the existing literature on cost evaluation of special funds in universities is textually studied by using literature analysis method.On this basis,the paper chooses the analytic hierarchy process as the method to construct the evaluation index system of the cost control of special funds in Colleges and universities.Based on the cost control evaluation of student apartment,a financial special fund project of a university in Hebei Province,this paper firstly describes the concept and characteristics of financial special fund project,analyses its cost composition,and expounds the basis and key points of cost control of student apartment project in Colleges and universities by using cost control theory.Then it divides each stage of the life cycle of the student apartment project in Colleges and universities,analyses the cost control work in each stage,and elaborates the cost control methods and measures in each stage of the student apartment project in Colleges and universities in detail.Finally,taking the "Phase I" project of a college student apartment project in X City of Hebei Province as an example,the construction cost of the project is estimated.The cost control of each phase of the project is analyzed,which verifies the feasibility of the theoretical research in this paper.The main conclusions of this paper are: In the investment decision-making stage,if the systematic and scientific estimation method can be introduced,it has important practical significance for the smooth development of the later cost control management;in the planning and design stage,although the investment cost is less,it has the greatest impact on the costof the whole project in the later stage;in the bidding stage,it is through appropriate evaluation.The method of bidding and the selection of the best construction unit can ensure that the quality and cost of the project can be effectively controlled in the construction stage:the dynamic cost deviation analysis in the construction stage can make the cost expenditure within the controllable range in the construction process;in the lease management stage,the investment payback period of a university student apartment project can be shortened by formulating reasonable rent standards and growth mechanism,thus Reduce the financial burden of the government.Combining with the contents of construction and cost control in each stage of a university student apartment project,as well as the principles of pre-control and dynamic control in cost control theory,it is concluded that the focus of cost control in a university student apartment project should be placed on the stage of investment decision-making and planning and design.
