With the deepening reform of the Chinese economy and the market,the power grid projects are developing in new forms.To anticipate the tendency of the reform and its creativity,the expectation from either central government or local ones can be conclude in following aspects:reforming the structure of the system,decreasing the cost of power providing and collecting the bonus of reformation,and these expectations are growing stronger and stronger.There is a profound impact on the administration and operation of power companies,if the reform is deepening and the incremental distribution service is expanding.And under such circumstance,construction tasks of power grid infrastructure project are getting complex.In addition,the number of the tasks for main network or distributional network,to cope with the central investments,as well as for poverty-relief,is increasing.The administration of quality of power grid infrastructure projects is confronting enormous problems,under the pressure of task deadline,the quality requirement,and the standard for safety.As a result,the problems,such as how to improve the construction quality of projects and its evaluation and how to establish a scientific and proper evaluation system,have become the most critical problems for the power grid engineers and the managers of power grid companies.By studying the 220kv substation project of Yunnan Power Grid Corporation under fuzzy comprehensive evaluation,this article has established the indicator system and the model to evaluate the construction quality of electricity substation through situation and problem analysis.The author has studied previous articles related to the administration of power grid construction quality from both abroad and domestic,and has concluded current status of administration of power grid construction quality,also provided the direction for future studies.According to the principles to build up an indicator system,an indicator system,includes 5 primary indicators and 64 secondary indicators for the 220kv substation project of Yunnan Power Grid Corporation has been established by the results of discussion among experts in this field.Under such an indicator system,this article has introduced the measure content of power grid construction quality for the 220kv substation project of Yunnan Power Grid Corporation,so that the experts can evaluate the project properly.According to the status of the 220kv substation project of Yunnan Power Grid Corporation,the author has used analytic hierarchy process to determine the weight of each indicator and establish the matrix to evaluate the indicator membership of the indicator system based on the measure content.Also,the evaluation of quality for the 220kv substation project of Yunnan Power Grid Corporation and the results of evaluation has been made by using fuzzy comprehensive evaluation.This article has established a scientific model to evaluate the quality of power grid infrastructure projects.There is a significate meaning to promote the administration for power grid infrastructure projects by using the results of this article to build up a scientific,practical and feature matched indicator system for the power grid infrastructure projects.As a result,it can be used to all administration process of power grid projects.
