Study On Risk Supervision Of Civil Aviation Operation In Yunnan Province Based On Bow-Tie Model

Safety is the foundation of civil aviation development.This paper takes the operational risk of civil aviation in Yunnan Province as the research background,according to the main characteristics of the operation of civil aviation in Yunnan Province,and combined with the existing problems in the supervision of the operational risk of civil aviation in Yunnan Province,makes an in-depth study on how to strengthen the supervision of the operational risk of civil aviation in Yunnan Province.Firstly,the concepts and theories of civil aviation and risk management are introduced.SHEL model is selected as a hazard identification tool for civil aviation operation in Yunnan Province,and Bow-Tie model is selected as a risk analysis tool for civil aviation operation in Yunnan Province.Secondly,according to the SHEL model,the identified hazard sources are analyzed concretely according to the four elements of personnel,hardware,software and environment,and the serious unsafe events are analyzed by using the risk matrix.Then,the typical unsafe events are analyzed by using the Bow-Tie model,the causes of the events are found,the adverse consequences are analyzed.From personnel to organization to industry supervision,three levels of security barriers should be built and preventive measures should be established.Finally,through breaking through the supervision barrier of the current unsafe incidents,this paper analyses the problems existing in the current risk supervision of civil aviation operation in Yunnan Province,and puts forward the countermeasures to strengthen the risk supervision of civil aviation operation in Yunnan Province,so as to enhance the efficiency of the risk supervision of civil aviation operation in Yunnan Province,thereby effectively reducing the occurrence of unsafe incidents and ensuring the sustainable,safe and rapid development of civil aviation in Yunnan Province...
