Research On The Optimization Of The Government’s Safety Supervision Model For Airlines

Since the reform of the separation of government and enterprise in civil aviation in 1987,China’s civil aviation has achieved remarkable development achievements with the rapid development of the economy.The passenger traffic volume of civil aviation has remained the top two in the world for 18 consecutive years,and the total turnover of civil aviation transportation,safe flight records and the number of aircraft have remained among the top in the world.However,due to the characteristics of high professional integration,high capital investment and massive growth of air transport,the rapid development of civil aviation also brings great challenges to the implementation of government safety supervision.Civil aviation safety is an important part of national strategy and national security.It is necessary to timely improve the deficiencies in the current government safety supervision,improve the supervision level and efficiency,coordinate civil aviation safety and development,and achieve the matching of supervision and development,and the matching of supervision and people’s safety needs.With the continuous deepening of the reform of the civil aviation industry,administrative supervision with the establishment of the Certificate Management Office(CMO)as the main symbol has gradually taken shape.Administrative supervision has changed the previous system of authority and responsibility,unified supervision norms,and formed a good information communication with the company.Compared with the traditional supervision method,the administrative supervision method first optimizes the existing regulatory system and forms a clearer supervision party.Secondly,it standardizes regulatory law enforcement and ensures the effect of supervision.The "Work Safety Law of the People’s Republic of China" revised in September2021 requires that the "three management and three musts" should be done well.The innovative legal requirements also put forward a new direction for government regulation.Among them,the establishment of a dual prevention mechanism of safety risk hierarchical control and hidden danger detection and governance makes the original supervision with flight safety as the main goal face the overall challenges of organization,mechanism and development.The civil aviation industry regulation and the specific legal provisions of the Work Safety Law have mismatched effects,inadequate implementation and unbalanced development,which require the government to do a good job in top-level design to balance the different levels of requirements.Quickly promoting the integration of the fully implemented safety management system(SMS)and the dual prevention mechanism can effectively implement the requirements of hidden danger detection by using the existing industrial supervision means,and more effectively prevent and resolve safety risks,prevent and reduce accidents.This paper mainly uses the methods of literature research,case study method.This paper specifically expounds the history and current situation of government safety supervision of airlines,introduces the current government safety supervision modes,summarizes the current government safety supervision modes as administrative safety supervision,and analyzes in detail the characteristics of its single subject,zero-tolerance and hidden danger investigation campaign.Combined with the government supervision practice of D airlines,this paper studies and analyzes the reasons for the high burden of safety supervision and weak coordination supervision,zero-tolerance of safety and weak policy implementation,weak regulatory movement and normalization faced by administrative safety supervision.Despite these shortcomings,administrative safety supervision has irreplaceable advantages in coordinating safety and development,rapidly integrating resources and leading industry exchanges.Therefore,at present,we can effectively solve the current regulatory dilemma and optimize the implementation of government safety supervision by implementing the collaborative governance of safety supervision,establishing the overall safety supervision evaluation,and improving the hidden danger inspection and governance supervision system.This paper is the first time to incorporate the requirements of work safety and industry supervision into the study of government safety supervision,and the extension of supervision has been expanded,which has certain originality.Through the study of administrative supervision,the integration of collaborative governance and safety management system and dual prevention mechanism is in line with the requirements of the Work Safety Law,and has a certain role in promoting the overall safety and development of government supervision and promoting the modernization of governance capabilities.
