With the tight constraints of resource and environment,China will improve energy efficiency and increase energy conservation efforts to promote the coordinated development of the economic and environment.In this paper,considering variable returns to scale and undesirable outputs,using DEA to calculate total factors of energy efficiency in China.According to energy efficiency,discussed provinces in China can be divided into several categories is reasonable,quantitatively analysed of main factors affecting energy efficiency in China.The result shows that:(l)Energy efficiency in China is in the middle level,the pure technical efficiency is in the middle level and the scale efficiency is at a high level.(2)The energy efficiency of China's provinces is different,the energy efficiency of provinces with rich mineral resource is lower than other regions,the energy efficiency of southern region is higher than the northern region,the energy efficiency of eastern region is higher than the western region,but the west of Qinghai,Ningxia,Yunnan provinces with a higher energy efficiency.(3)Real per capita GDP represents the level of economic development,electricity consumption accounted for the proportion of energy consumption represents the energy consumption structure,the actual use of foreign direct investment accounted for the proportion of GDP represents the opening have a significant positive effects on energy efficiency.The second industry output value accounted for the proportion of GDP represents industrial structure,The ratio of capital and labor represents endowment structure,fuel and power purchase price index represents energy prices have a significant negative influence on energy efficiency.
