The “One Belt One Road” connects the two major energy consumption markets.Building the “One Belt One Road” with the other countries will useful to promote the sustainable global energy development and a new model of more inclusive global energy governance openness.Therefore,it has important practical significance for strengthening energy cooperation between China and countries along the route by studying the energy efficiency of them.In this context,based on the full understanding of the concept of energy efficiency and the current research status,this paper constructs the energy efficiency evaluation index system and the regression model of influencing factors,and analyzes the resource endowment status and energy consumption structures of regions along the“One Belt One Road”.And then based on three-stage Undesirable-SBM-DEA model,this paper measures the energy efficiency of the areas from 2000 to 2016.Through the adjustment of the input redundancy variables in the second stage and the comparison of the efficiency obtained in the first and third stage,more objective efficiency values and evaluations are obtained..Finally,the truncated regression model is used to analyze the influencing factors.The results show that:(1)During the observation period,the overall energy efficiency of the “One Belt One Road” regions is very low,and it shows a decreasing trend.Scale efficiency is the key to restricting efficiency improvement.(2)The total factor energy efficiency and scale efficiency level of each region are developing poorly,and the pure technical efficiency level is high and there is little difference between regions;(3)For China,the pure technical efficiency is significantly better than other regions;(4)The influencing factors to the efficiency are different between different samples.The article finally puts forward targeted recommendations.China should fully take the lead in establishing good cooperative relations with countries.The advantages of each country should be transformed into the common development advantages which is advantageous to improving the comprehensive capacity of energy efficiency.
