Since the 21st century,Sichuan's economy has grown rapidly,however,the development of the industrial economy is still inefficient.In order to improve energy efficiency and achieve economic sustainable development,governments at all levels have introduced a number of specific policies and measures for energy conservation and emission reduction.Sichuan Province's 13th Five-Year Plan of Energy Development proposes to further optimize the energy structure of Sichuan Province while improving energy efficiency.At the same time,the Plan also pointed out that by 2020,the energy consumption per 10,000 yuan of GDP will fall by 16%compared with 2015.It can be seen that the situation of energy saving and emission reduction in Sichuan is still grim.Improving energy efficiency is not only the result of energy conservation and emission reduction,but also the measure of energy conservation and emission reduction.It is the most important way to achieve energy saving and emission reduction.Studying how to improve energy utilization efficiency can promote the implementation of energy conservation and emission reduction,and it also in line with China's green growth strategy.Therefore,based on the analysis of the current situation of energy consumption in Sichuan,this paper will study the total factor energy efficiency in Sichuan from the perspective of energy types and different regions of Sichuan Province.Firstly,we analyze energy consumption data of Sichuan from 1999 to 2016.It is found that the energy consumption has changed from rapid growth to steady decline,and the energy consumption structure has been continuously optimized,coal consumption has increased first and then decreased,oil consumption has continued to grow,and natural gas consumption has slowly increased,electricity consumption increased first and then stabilized.Secondly,Using the Undesirable-SBM-windows-DEA model to analyze the panel data of Sichuan Province in 17 years,the total factor energy efficiency of each city in Sichuan Province was obtained.The study found that the trend of Sichuan's total factor energy efficiency in 1999-2016 looks like N+W in shape.The energy efficiency among different economic zones was quite different,showing the highest in Chengdu,the second in Central,the west of Sichuan,and the northeast of Sichuan and Sichuan.The average level of total factor energy efficiency of different energy types is close,but the total factor energy efficiency of coal and natural gas is fluctuating greatly.The gap in total factor energy efficiency of different types in different regions is obvious,and Ya'an's total factor energy efficiency of four types is the highest,Leshan's coal,oil and electricity energy efficiency is the lowest,and the lowest energy efficiency of natural gas is Guangyuan.Then,using the slack variables to analyze the energy input redundancy in various regions of Sichuan Province,it is found that the average proportion of coal input redundancy is more than 50%,and the proportion of oil,natural gas and electricity input redundancy is increasing.In the central Sichuan,northeastern Sichuan and southern Sichuan areas the energy input redundancy is seriously wasteful.Then,using the panel quantile model to analyze six factors:the proportion of the second industry,government intervention,external trade,utilization of foreign capital,infrastructure and economic development.The reasults show that the increase in the proportion of the secondary industry has a significant negative effect on energy efficiency in Sichuan,the improvement of government intervention has a significant positive effect on energy efficiency in Sichuan.The positive impact of foreign trade on Sichuan's energy efficiency is very significant,but it decreases with the deepening of openness,the degree of openness has a positive impact on Sichuan's energy efficiency,but it is gradually reduced.The level of infrastructure development has a negative effect on the improvement of energy efficiency in Sichuan,but the effect is not obvious.The level of economic development has a slight positive effect on energy efficiency,and is decreasing.Finally,combined with the actual situation in Sichuan,relevant policy recommendations for improving energy efficiency are proposed from the perspectives of different energy types,different energy efficiency levels of various economic zones and regions,industrial structure,and ecological civilization construction,etc.
