Research On China-ASEAN's Clean Energy Cooperation Mechanism

China and ASEAN are geographically close and have frequent trade.As the challenges of energy security become more and more serious,in recent years,as an important part of China-ASEAN energy cooperation,clean energy has been increasingly valued by China and ASEAN members,and making international cooperation actively in this field.China and ASEAN's efforts to strengthen clean energy will not only help ease the energy pressure on both sides,but also help to further enhance China's strategic partnership with ASEAN and contribute to environmental protection in East Asia and the world at large.In addition,it is also conducive to China and ASEAN member states to transform the structure of domestic economic development,promote the development of clean energy industry,enhance strategic mutual trust and reduce trade friction.At the same time,it can also provide a new platform and inject new development momentum for the development of China-ASEAN relations.It can also provide a model of cooperation for the international community and effectively promote the development process of the international clean energy.The clean energy cooperation between China and ASEAN cannot be separated from the guarantee of the mechanism.The construction of cooperation mechanism has also become a key factor in the development of clean energy cooperation between China and ASEAN.The construction of clean energy cooperation mechanisms between China and ASEAN has experienced two periods since the beginning of the energy cooperation between the two sides in the 1970s:exploration phase and rapid development phase.The development node is the proposal of"One Belt And One Road"strategy,and it brings opportunities for clean energy cooperation between China and ASEAN.During the exploration phase,the construction of clean energy cooperation mechanism between China and ASEAN is closely related to the environmental protection and economic mechanism,such as the China-ASEAN Environment Ministers Meeting Mechanism,the Minjiang-Mekong River International Development and Governance Mechanism,etc.China and ASEAN countries have launched a series of clean energy cooperation under the guidance of this mechanism.At this stage,the cooperation of clean energy between China and ASEAN members has developed with the improve of environmental awareness cooperation,taken the initiative to explore more clean energy projects suitable for international cooperation.But in general,there has not maken special clean energy cooperation mechanism during this period.After entering the rapid development stage,there has formed East Asia Summit Clean Energy Forum,China-ASEAN Clean Energy Capacity Building Program,ASEAN+3 Clean Energy Roundtable and Internet Pricing Mechanism under the"One Belt,One Road"strategic.In addition,some mechanism have been formed between China and ASEAN member countries to help clean energy cooperation.However,we should recognize that the China-ASEAN clean energy mechanism still face a series of difficulties.It requires the cooperation of all members,privates and individual groups,to improve the build of China-ASEAN clean energy cooperation mechanism together.
