During the “Twelfth Five-Year Plan” period,the state began to carry out special energy conservation assessment work,and successively issued the “Guidelines for Energy Conservation Assessment of Fixed Asset Investment Projects” and the guidelines for energy conservation assessment of thermal power industry,pointing out the content and key points of the assessment.With the continuous advancement of this work,the state issued the “Measures for Energy Conservation Review of Fixed Assets Investment Projects”in 2017,which further standardized the evaluation work.However,the evaluation guide can pay more attention to macro-control.For the complex and involved large-scale cogeneration projects,the analysis of specific links is rare.It is often difficult for practitioners to grasp the key points in the process of applying the evaluation guide to the project.The analysis is not comprehensive enough,which in turn affects the quality of work.This paper firstly compares and analyzes the differences between the old and new versions of the “Guidelines for Energy Conservation Assessment of Fixed Asset Investment Projects”.On this basis,according to the relevant industry standards,reference to the thermal power industry scoring guidelines,combined with the characteristics of cogeneration projects,focus on industrial analysis.The key points of energy conservation assessment for cogeneration projects have determined the specific assessment content and evaluation methods.Then,relying on the proposed new construction project of 1×350MW unit of S self-provided thermal power plant to carry out energy conservation assessment application research of industrial cogeneration project.Using standard comparison and analogy analysis methods,the rationality,advancement,energy conservation and energy efficiency level of energy-using equipment are evaluated.The transformer power loss is calculated by no-load and load loss,and the load is calculated by the required coefficient method.At the time of the power consumption of the electrical equipment of each system,the corresponding energy-saving measures are proposed for the energy-saving aspects,and the energy-saving effect measurement and evaluation are carried out.Finally,the energy balance method is used to analyze the energy balance,calculate the annual comprehensive energy consumption index of the project,and analyze and evaluate the project energy efficiency level and energy consumption impact.The results show that the evaluation points identified in this paper can play an important role in analyzing project unit parameter selection,main energy system and auxiliary and ancillary facilities,and can also promote the energy consumption and energy efficiency of the project.This paper combines examples to conduct a comprehensive energy-saving evaluation study on industrial cogeneration projects,and determines the specific evaluation methods applicable to industrial cogeneration projects,providing some guidance for practitioners to carry out evaluation work,and also for evaluation work.The development and improvement play a facilitating role.
