According to the the No.6National Document of2010《Fixed Asset Investment ProjectInterim Measures for Energy Saving Assessment and Review》and based on a large number ofactual cases,which also refers to foreign and domestic policies,standard pecification,energysaving methods and measures,paper presents a suitable for civil construction of the assessmentbasis, assessment method and the energy efficiency evaluation method. Gave out the evaluationcontents which includes construction, HVAC, water supply and drainage, electrical engineeringand so on, also gave the energy-saving evaluation system and grading weights. Gave the measurefor the system energy consumption, discussed the influence factors of civil building energyconsumption of each system and the suitability of total load index method, BIN method, unitarea load index method, equipment method for evaluating of energy consumption. Through thecomparison for the current value,the calculation formula of energy consumption, index andcoefficient, and level of energy efficiency of simple evaluation method was given.Based on the climate of wuhan city, sunshine, hydrogeological characteristics and china’s"Green Building Evaluation Standard of GB/T50378-2006, discussed suitable energy savingmeasures for passive and actively building energy efficiency and the application of renewableenergy from the angle of LCA.Used actual cases to analyze the technical and economic analysismethod and application effect of each energy saving measure and present reliability andpracticability of the evaluation method in the paper.The research is helpful to standardize the evaluation of new civil structures and advantageousto the country and the wuhan city to measure new civil building energy consumption.
