In recent years,with the gradual deterioration of atmospheric environment,the "coal to electricity" project is being implemented by the government vigorously.As one of the most important forms of strategy of “Electric Energy Substitution”,the implementation of "coal to electricity" project has great positive significance to atmospheric environment,national energy transition and adjustment of industrial structures.While in the rural areas,the "coal-to-electricity" project is generally carried out by the power grid enterprises because of the problems such as the large investment and the upgrading of power grid.For the time being,few scholars have studied on the economic benefits of carrying out "coal to electricity" project from the perspective of power grid enterprise,which matters to the initiative and enthusiasm of grid company to implement this program and the further development of this program.By researching the distribution network reconstruction in “coal to electricity” project,this paper analyzed the implementing background and present situation of distribution network reconstruction in the project.Based on Life Cycle theory,the cost stucture model of "coal to electricity" project is established,as well as the benefit composition model for the peak-valley price transaction and package deal of off-peak electricity.Secondly,aiming at the characteristics of "coal-to-electricity" project,this paper constructs a evaluation system by selecting a few indexes such as net present value and benefit cost ratio.Subsequently,combined with a case project of "coal to electricity" distribution network reconstruction in a rural area of Beijing,an empirical study was carried out to calculate the economic benefits generated by the implementation of "coal to electricity" project of grid enterprises.The results indicate that the project carried out by grid company had poor economic performance during its life cycle,which could attributable to its large investment,irrational electricity price mechanism and the big seasonal difference between peak and valley power demand.Meanwhile,by comparison,it concludes that the transaction mode--package deal of off-peak electricity shown a better performance in economic benefit compared to the peak-valley price transaction mode.Finally,based on the conclusion,this paper gives some specific suggestions for grid corporation to increase the economic efficiency of "coal to electricity" project,including reforming the existing irrational price mechanism,taking full advantage of distributed renewable energy and so on.From national perspective,this paper are hoping that these findings could provide some reference and guidance for the future work of "coal to electricity" project and improve the economic benefits and enthusiasm of grid corporation to implement this project,and then the initiative and enthusiasm of grid enterprise of the project will be enhanced,as a result,the huge social and environmental benefits of the project will be brought into fullplay.
