In rural areas, the power grid reconstruction project is an important part of the rural infrastructure construction process. In the past five years, the state has spent a lot of human resources and physical resources, the rural power grid reconstruction project is completed, the completion of this project shows that the rural infrastructure construction and a big step forward. However, how to effect the transformation project completion? How to model evaluation, analysis and summary, put forward suggestions and so on. Based on this, this paper combined with the transformation project in QF County, evaluation after the launch, the main contents and achievements are as follows:First, this paper discusses the following two aspects of the design of rural power grid system, which is based on the specific conditions of our country. In this system, the fundamental starting point is the performance. All the design is in order to maximize the performance of rural power grid, in order to achieve this goal, the provisions of the eight level indicators and two twenty-eight level indicators, whether in vertical or horizontal, these thirty-six indicators can be clearly expressed in the idea. These thirty-six indicators are also very technical content, the link between the various indicators is relatively small, fully follow the principle of scientific, objectivity, and so on. In the actual operation process, will be fully felt this, is conducive to improving the efficiency of rural power grid reconstruction project.Secondly, the proportion of the rural power grid evaluation system in each of the proportion of the standard has been carefully considered, the main factors and secondary factors are clearly distinguished, and the two aspects of the discussion, the main factors in the evaluation system is more prominent, the proportion is more reasonable, greatly improving the efficiency. In the evaluation system of experts and data are handled very well, in respect of objective facts and expert experience blend into, the results will be more reliability.Again, the evaluation methods and models have been carefully considered, and the fuzzy set theory of mathematics has provided a theoretical basis for the evaluation of the work. With the concrete conditions of our country, the designers of the evaluation system put forward a comprehensive fuzzy evaluation method for the power network reconstruction and evaluation. Since the index of data collection is a large and small, scientists have proposed three different fuzzy membership function model, people can also be combined with the actual situation to consider and analysis, the model is given at the same time, the evaluation process is also divided into step by step, so that people’s operation more simple and convenient, full consideration of human factors.Finally QF County Rural Reconstruction Project as an example, the theory, methods for practical application. By the analysis of the results shows that the region’s economic environment in a large extent about the development of this area of rural power, the urgent need for national government of QF next development direction to make specific planning, adjusting the industrial structure and improving the agricultural production in the region’s economic contribution. Transmission of power in rural areas in the process of transmission is still relatively small, the majority of rural areas are in the middle and low voltage line coverage. Now the rural power grid, rural electrovalence reason is higher than the city is because the rural power grid that a lack of effective supervision and management system, various power devices and electrical costs are amortized to farmers, rural power grid not only high loss and the upper tube in the physical layer of the layers increases. In order to truly let the rural residents enjoy the same treatment as the urban people do not need to reform the management system.In this paper, the rural power grid renovation project after the evaluation of the theory to practice, the evaluation criteria and methods to determine the evaluation and analysis of similar projects to provide a wealth of technical support, and laid a solid foundation.
