Since the issuance of Article 9,the reform of power selling side has been deepening gradually.As a new market entity,power selling companies have joined the power market.On the one hand,with the deepening of electricity market reform,electricity sales companies sprang up all over the country.The types of transactions that power selling companies can participate in are gradually increasing.In addition to the initial agent large-user transactions,medium-term and long-term transactions,and ancillary services.Electricity sales companies have also increased many types of business,such as contract power transfer,mutual protection of electricity,cross-provincial and cross-regional transactions.On the other hand,China's resources are unevenly distributed,and some regions are rich in energy,which can not be absorbed locally.But ordinary large users can not participate in cross-provincial transactions,which can be carried out by the electricity sales company.Principal-to-agent is a highly efficient market behavior,which is conducive to promoting cross-provincial and cross-regional electricity transactions.Under the current system and mechanism of our country,cross-provincial and cross-regional short-term transactions especially need the principal-agent trading mechanism of power selling companies.Firstly,this paper analyses and summarizes the development of domestic and foreign electricity-selling market and China's electricity-selling companies,and provides important experience for China's electricity-selling market liberalization through mature experience of foreign electricity-selling market liberalization.Secondly,this paper analyses the impact of the participation of power selling companies in cross-provincial transactions on power grid companies,probes into the main contradictions in the participation of power selling companies in cross-provincial transactions,and analyses its impact on the interests of power grid enterprises,the operation and development of power grid enterprises and the security of power grid,and evaluates the benefits and risks of power grid enterprises.Finally,according to the main contradictions and risks of electricity companies participating in cross-provincial transactions,this paper explores the market model of medium-term and long-term electricity companies participating in cross-provincial transactions,and puts forward corresponding mechanism suggestions.The main contents of this paper include the following three aspects:(1)This paper focuses on the domestic and foreign electricity market and the development of China's electricity companies.This paper analyses the operation mode,main profit-making means,market share in the primary market and the influence of market share on market price of power selling companies in typical foreign electricity markets such as the United States and Europe.This paper investigates and analyses the latest developments of China's electricity sales companies,including the number of registered companies,the average registered capital,the scale of agent users,combs the spirit of the policy guidance documents issued by the government on the establishment and operation of electricity sales companies,and analyses the future development direction of electricity sales companies.(2)The impact of the participation of power selling companies in cross-provincial transactions on the production and operation of power grid companies.It mainly includes the interests of power grid enterprises,the operation and development of power grid enterprises and the impact on power grid security.This paper focuses on the analysis of the impact on the interests of power grid enterprises,and uses risk assessment method to assess the benefits and risks of power selling companies participating in cross-regional and provincial transactions.(3)Suggestions are put forward from the perspective of market construction scheme and rules,and corresponding countermeasures are put forward from the perspective of production and operation of power grid companies.From the point of view of production and operation of power grid company,the corresponding countermeasures are put forward to maximize the social benefits of power market construction and realize the overall benefits of production and operation of power grid company.
