| China has a large number of interprovincial river basins,and the unified water allocation and dispatch can effectively solve the problems of water shortage,uneven spatial and temporal distribution of water resources,water use contradiction,etc.,which is of great significance to promote the sustainable utilization of water resources and the sustainable development of society and economy.Due to the complexity and difficulty of the unified allocation and dispatch of water in trans-provincial river basins,the Ministry of Water Resources issued the Opinions on Doing a Better Job in the Management of Water Dispatching in trans-provincial river basins in 2018,which put forward requirements and guidance for the work of water dispatching and management.Now approved water quantity allocation across the province river basin has the water dispatching management work on the agenda and actively promote,but the related management present situation and the effect is not optimistic,imperfect rules and regulations,the water resources development in process planning is not reasonable,the obvious contradiction between the water area,important control hub,or lack of hydrological monitoring facilities still exists to a certain extent.Therefore,it is necessary to carry out the work of "Evaluation of Water Dispatching Management in Inter-provincial River Basin" to timely summarize the effect of water dispatching management,find out the deficiencies in management work,and put forward effective management measures,which can provide guidance and reference for the work of water dispatching management in inter-provincial river basin.Aiming at the problems and demands in the evaluation of water dispatch management in trans-provincial river basins,this paper firstly constructs the corresponding index system through the unified description,analysis and excavation of the work of water dispatch management in trans-provincial river basins.Then,the depth selection of indicators under different river basin characteristics was studied,and the corresponding evaluation methods,index weight determination methods and index sensitivity analysis methods were compared and selected.Finally,the main stream of Heihe River is selected as a typical trans-provincial river basin for case study.The research results are as follows:(1)Construction of evaluation index system for water dispatch management in transprovincial river basins.Aiming at the complexity of water dispatching management evaluation in trans-provincial river basins,a scientific and reasonable index system was established according to four principles of scientificity,completeness,representativeness and feasibility.Firstly,based on the academic platform and NLPIR platform,the index information related to water dispatching management in trans-provincial river basins was extracted,and the index mining was carried out through semantic information by content analysis method,so as to determine the initial index system.Then,the Delphi method was used to consult and sort out the expert opinions,and the initial index system was further screened.Then,by calculating the reliability coefficient and validity coefficient of the index system,the rationality of the screening results of the index system is analyzed.Finally,a set of evaluation index system for water dispatch management in trans-provincial river basins is constructed,which includes two criteria layers,including "water dispatch plan and implementation" and "management guarantee",six sub-criteria layers,such as "policy document",and 39 indicators.(2)Study on the evaluation method of water dispatch management in trans-provincial river basins.Firstly,a deep selection process based on watershed characteristics was proposed,and the general index was divided into two categories: "basic required index" and "watershed optional index",and then a variety of selection methods were proposed.Secondly,combining with the characteristics of water dispatching management evaluation in trans-provincial river basins,the advantages and disadvantages of various evaluation methods were comprehensively compared,and TOPSIS and fuzzy comprehensive evaluation methods were finally determined as the main evaluation methods for trans-provincial river basins water dispatching management.Finally,the index weight is given by AHP-CPA combination method and the sensitivity of index weight is tested by single factor variation method.(3)Case study results and enlightenment of water dispatch management evaluation in trans-provincial river basins.Taking the main stream of Heihe River as a typical river basin,the paper carried out an evaluation study on water dispatch management of interprovincial river basins.Firstly,the depth selection and weighting of indicators were carried out to evaluate the effect of water dispatch management in the main stream of Heihe River from 2001 to 2019.Secondly,the sensitivity is analyzed by changing the index weight assignment,and the implementation process is considered to be the most sensitive.Then,based on the years of water management practice in the main stream of Heihe River,the existing problems and solutions are proposed.Finally,the paper gives some suggestions on the water dispatch and management in other river basins from four aspects: policy and regulations,organization and management system,engineering and innovation.The results of the case study show that the evaluation results of water dispatch management in the main stream of Heihe River are reasonable,which can provide reference for the management and evaluation of other river basins. |
