Under the in-depth reform of the energy supply side,the energy structure is further optimized and adjusted,and the power market reform entered a new era.And social capital is introduced into the market competition,requiring the government to change functions and strengthen the supervision of market actors.Meanwhile,grid companies are required to change profit models.As a result,the content of government supervision and the development of grid companies will gradually change.The paper takes grid companies as the research object,analyzes the influence of government supervision and grid enterprise internal requirements on power grid development level,builds a grid development evaluation system to meet the new requirements of government supervision,and conducts comprehensive evaluation to determine the future grid development priorities.Firstly,the paper sorts out the dynamics of theoretical research at home and abroad.Then the definition,characteristics and methods of government supervision are studied.The development characteristics of power grid under the background of new electricity reform is introduced.Further,the necessity of government supervision of grid enterprises is discussed,and the implementation status of grid supervision is analyzed.Secondly,an evaluation index system for grid development under government supervision are established.From the inside of the grid enterprise,the paper summarizes the key internal factors which affect grid enterprise development.From the perspectives of market transactions,transmission and distribution price verification,environmental protection,universal service and grid security,the new requirements of government supervision on grid enterprises are expounded.And relevant indexes are selected to measure the impact of government supervision on power grid development,and use the ISM model to screen out key factors as the external key factors.Then,based on six aspects of social impact,green environmental protection,grid structure,economic efficiency,intelligence level and interactive ability,the comprehensive evaluation index system of grid enterprises under government supervision is constructed.Thirdly,the grid enterprise comprehensive evaluation model considering the influence of government supervision is constructed.On the basis of the established indicator system,the basic weights of the index system are determined by AHP,coefficient of variation method and the combined integration.And based on Hall three-dimensional structure,the basic weights are corrected by considering the differences in time and space.On this basis,the ideal matter element extension model is constructed,the positive and negative ideal matter elements are determined.Further,the closeness of each evaluation object to positive and negative ideal matter elements is calculated,and the evaluation results of different index dimensions and comprehensive development level of power grid are determined.Finally,the empirical analysis is carried out using the model constructed in the paper.Based on the constructed index system and comprehensive evaluation model,four grid enterprises are selected as the evaluation objects.According to the weighting model,the index weights of each grid enterprise are calculated.Using the ideal matter-element extension model,the development level of the grid enterprise is comprehensively evaluated from the horizontal and vertical perspectives.The example results show that the evaluation model constructed by the paper can effectively evaluate the difference of power grid development level and determine the key dimensions of the grid enterprise development.
