Research On Government Regulation In Electricity Market Reform Of Ningxia

Electricity is an important public commodity,and the power industry has the nature of natural monopoly.Along with the continuous deepening of electric power marketization reform,a large number of new market subjects have emerged,and the market transaction mode has changed with each passing day.The importance of government regulation in the power market is also growing with each passing day.The power reform splits the links of power generation,distribution and sales,introduces market competition in each link,weakens the monopoly property of power enterprises,gradually improves the market pricing mechanism,truly reflects the production and supply costs,forces enterprises to optimize resource allocation,and improves the service level of power enterprises.In particular,with the proposal of the two-carbon goal,it is required to further deepen the market-oriented reform of electricity,accelerate the optimization of energy structure,and gradually realize a clean and low-carbon energy system.This also poses a new challenge to the government’s regulation of the electricity market.If the market regulation is insufficient or the regulation method is improper,the market force will undoubtedly form a certain degree of impact on the market environment of fair competition.Therefore,the government’s regulation of the electricity market is the basic guarantee of the safe production and use of electricity,and also the fundamental premise of the orderly operation of the electricity market.To sum up,under the background of electricity marketization reform,it is of great significance to study the actual situation of government regulation and improve the effectiveness of government regulation by applying the theoretical system of public management to optimize the order of the electricity market,promote the implementation of electricity reform policies and accelerate the realization of the two-carbon goal.Following the research idea of "problem finding-problem analysis-problem solving",this study firstly adopts literature analysis to understand the research results of domestic and foreign scholars in the reform of electric power marketization and electric power regulation,summarizes and integrates basic concepts and related theories,and provides theoretical support for subsequent research.Secondly,combined with the actual work,in-depth study of relevant internal documents was carried out to sort out the market-oriented reform process of Ningxia electric power and clarify the current situation of government supervision of Ningxia electric power.At the same time,field visits were carried out,and online or offline communication and structural interviews were conducted with relevant staff,so as to investigate and understand the problems existing in the government regulation of Ningxia electric power marketization reform and analyze the causes of the problems.Through the investigation and research,it is found that there are four main problems in the government supervision of Ningxia electric power market at present:high difficulty in promoting and coordinating work in electric power marketization reform,insufficient government dynamic supervision ability in electric power marketization reform,imperfect market system construction in electric power marketization reform,and difficulty in obtaining information in electric power marketization reform.Based on the interview information,it is found that the main reasons leading to the problems include the uncoordination between the government regulatory system and the reform requirements,the deviation of the government’s role positioning,the lack of cognition of the main body of the electricity market,and the unsound laws,regulations and policies of the electricity regulatory system.Finally,through comparative study,this paper draws on the advanced experience of government supervision in the United States,the United Kingdom and Shandong and Guangdong provinces in the reform of electric power marketization,and puts forward corresponding countermeasures such as perfecting the construction of electric power regulation system,clarifying the role of the government,changing the concept of government regulation,strengthening the guarantee of electric power market regulation system,so as to further improve the level of government supervision in the reform of electric power marketization in Ningxia.Through this study,it is expected to put forward new ideas that can promote the improvement of the quality and efficiency of Ningxia power market supervision,eradicate the chronic diseases existing in Ningxia government’s power regulation,build a healthier Ningxia power market ecology,construct a more complete Ningxia power market supervision system,and effectively guarantee the safe and reliable electricity consumption of residents.
