Study On The Government Supervision In The Refoerm Of Shandong Electric Power Market

The power industry is an important basic industry and public utility that supports the development of the national economy and society.Since the reform and opening up,the old problems and new situations faced by China’s power development have been continuously intertwined,accumulated and superimposed,and the problem of unbalanced power development has become increasingly prominent.The decisive role of allocating power resources is not obvious.In accordance with the national and Shandong province’s deployment arrangements,Shandong Province has gradually deepened the electricity market reform,and the government management under the traditional planning system is no longer adapted to the rapidly changing electricity market,which has brought new problems and requirements to government supervision.In-depth research under a background,mainly using empirical research methods,comparative analysis methods and interview methods,combined with the actual development of power market reforms,in-depth discussion and analysis of the problems of government supervision in the power market reform of Shandong Province,looking for adaptation to the new situation and in line with The positioning of government supervision in the direction of development and reform of the electricity market.This is of great significance not only to enrich and develop government supervision theory,but also to promote the promotion of electricity market reform in Shandong ProvinceBased on the research results at home and abroad,this paper firstly expounds the relevant concepts and theoretical basis of electricity market reform and government supervision.In view of the problems of government supervision in the electricity market reform of Shandong Province,the overall governance theory,incentive supervision theory,Multi-center governance theory and other related theories are used as the theoretical basis for the application of government supervision in power market reform.Secondly,it summarizes the progress of electricity market reform at the national level,the current situation of electricity market reform in Shandong and government supervision,and on the basis of sorting out the four stages of electricity market reform in Shandong,focuses on the study "Several Opinions on Reform" issued by the relevant government agencies in Shandong Province in the reform of the electricity market since its implementation.Thirdly,combined with the author’s work practice and interviews,I found out that there are four outstanding problems in government supervision in the reform of power marketization,such as the difficulty in coordinating government reform,weak supervision,weak market system construction,and insufficient market information transparency.The deep-seated reasons for the problems are mainly the inconsistency between the government supervision organization system and the reform requirements,the deviation of the role of the government,the failure to establish a market concept,and the relevant legal system-level support policies.Finally,a comparative analysis of the current status of foreign reforms and relevant government supervision experience,combined with the actual situation of power supervision in Shandong Province,from improving the construction of power supervision organization system,clarifying the role of government supervision,changing the concept,strengthening laws and regulations and supporting policies In the aspect of improving the government supervision work in the electricity reform work,it puts forward countermeasures and suggestions,and strives to achieve the optimization of government supervision capabilities and to get rid of the disadvantages of government offside,misalignment,and dislocation during the transition from the planning system to the market-oriented system,and to make the government supervision mechanism more scientific reasonable.
