Research On Guangdong Electricity Supervision Under The Background Of New Round Of Electricity Reform

Since mankind entered the electrical era,the power industry has provided basic support for the global industrialization.The development of the power industry is closely related to the development of the national economy.To ensure the healthy development of electric power industry should start from the electric power supervision.The sound electric power supervision system has important significance to the smooth operation of electric power industry and national economy.With the deepening of China's new round of power reform in 2015,the degree of marketization of the power industry has continued to increase.The reform of power transmission and distribution tariffs,bilateral transactions between large users,and pilot projects in the provincial power market have continued.In this reform process,electricity regulation is crucial.At present,however,there are many urgent problems such as inadequate supervision and imperfect laws.In the context of the new round of electric power reform,it is of great practical significance to study the issue of power supervision to promote the deepening of power reform and promote the development and innovation of the power industry.This paper adopts the methods of literature research,interview and questionnaire investigation,and defines the relevant concepts based on the introduction of domestic and foreign research results and the development trend of power supervision.This paper expounds the theories of cooperative governance and holistic governance,and studies the problems existing in power supervision in Guangdong in the context of the new round of electricity reform.It is found that there is no independence of the regulatory bodies and decentralized power supervision functions.There is corruption in power system and low degree of power marketization,and the reasons for the problems are analyzed.Finally,drawing on the advanced experience of the United States,the United Kingdom,Japan and other developed countries in power supervision,the paper put forward policy suggestions for improving power supervision in Guangdong,including maintaining the independence of power supervision,clarifying the scope of power supervision and powers,and improving power supervision and control.We will continue to promote the market-oriented construction of electricity and strengthen the institutionalization of power supervision.
